INTRODUCTION <br /> This Sampling and Analysis Plan (SAP) has been prepared as a supporting document to be used in <br /> conjunction with and as an appendix to the Workplan Additional Site Investigation Per-And Polyfluoroalkyl <br /> Substances in Soil and Groundwater (Workplan, BSK, 2022). This SAP is intended to serve as a <br /> comprehensive reference to the standard sampling and analytical procedures to be followed during the <br /> implementation of the Workplan. In-depth specific Site background information, investigation approach <br /> and rationale, and scope of work are detailed in the Workplan. <br /> This SAP has been prepared consistent with the elements found in the State Water Resources Control <br /> Board (SWRCB) Division of Drinking Water Drinking Water Sample Collection Guidance for Per and <br /> Polyfluorinated Alkyl Substances (PFAS) revised May, 2020, California State Water Quality Control Board <br /> (SWQCB) Per and Polyfluorinated Alkyl Substances (PFAS) Sampling Guidance for Non-Drinking Water <br /> dated September, 2020, SWRCB Water Code Section 13267 Order for the Determination of the Presence <br /> of Per- and Polyfluoroalkyl Substances Order WQ 2019-0005-DWQ (Order), and CVRWQCB letter Asses <br /> Full Extents of Per- and Poly-Fluorinated Substances (PFAS) Contamination in Soil and Groundwater at <br /> Stockton Metropolitan Airport, 5000 S. Airport Way, Suite 202, Stockton, San Joaquin County, California <br /> dated April 8, 2022. <br /> 2. ABOUT PFAS <br /> PFAS are a large group of synthetic fluorinated chemicals widely used in industrial process and consumer <br /> products. These synthetic compounds are very persistent in the environment. People are exposed to <br /> these compounds through food, food packaging, textiles, electronics, personal hygiene products, <br /> consumer products, air, soils and drinking water. Some of these products could be present and/or used <br /> during a routine sampling event, such as plastic bags and bottles, waterproof clothing, detergents, <br /> waterproof pens and paper. The use of these products could possibly contaminate the samples during <br /> sample collection (including preparing the sampling site, actual sample collection, and decontamination). <br /> 3. GENERAL SAMPLING GUIDELINES <br /> General sampling guidelines for personal protective equipment and field clothing, sun and biological <br /> protection and food packaging are discussed in the sections below. <br /> 3.1 Personal Protective Equipment and Field Clothing <br /> PFAS are used to coat various clothing and leather products to repel water, oil, and dirt. While preparing <br /> for sampling, attention should be paid on clothing that is advertised as having waterproof, water- <br /> repellant, or and dirt and/or stain resistant characteristics. These types of clothing are most likely to have <br /> had PFAS used in their manufacturing. <br />
