Appendix A-Sampling and Analysis Plan BSK Project E19-016-01F
Stockton Metropolitan Airport(SCK) March 1, 2023
Stockton, California Page 10
Groundwater Samples, including QA/QC samples would be collected and analyzed based on the DoD v5.1
or later version. Please note that the reporting levels shown in the attached Table A-3, are "target" reporting
levels and may not be achieved in instances were factors such as matrix interference,dilution,etc.,occurs.
4.3.5.Investigative-Derived Waste Sampling
After completion of sampling activities for the entire site, waste characterization samples will be collected
from the 55-gallon drums and or roll-off bin(s) containing investigative-derived waste (IDW). A sample
will be collected from each soil drum or roll-off bin using a stainless-steel trowel and hand auger to load
soil into the stainless-steel sleeves. These samples will be field composited into a single sample for the
entire investigation and submitted to the laboratory for analysis.
Liquid IDW samples for the entire investigation will be field composited into appropriate laboratory
supplied bottles using PFAS-free disposable bailers, drum thieves, or dippers.
4.4 Laboratory Analysis
Soil (including sediment) and water samples will be analyzed for PFAS compounds by Department of
Defense Quality Systems Manual Version 5.1 (DoD v5.1) or later version. Chemical analysis will be in
accordance with the requirements set forth in the State Water Resources Control Board (SWRCB) Water
Code Section 13267 Order for the Determination of the Presence of Per-and Polyfluoroalkyl Substances
Order WQ 2019-0005-DWQ(Order)Attachment 2 Table 1 in conjunction with the CVRWQCB letter dated
April 8,2022,specifically,Table 2. Table A-3 summarizes the list of PFAS analytes to be analyzed, methods,
and holding times.
IDW characterization samples for waste profiling will be analyzed for Toxicity Characteristic Leaching
Procedure (TCLP) Resource Conservation and Recovery Act (RCRA) metals, Volatile Organic Compounds
(VOCs), and Semi-volatile Organic Compounds (SVOCs), or as required by the disposal facility. Table A-4
summarizes the constituents to be analyzed, methods, and holding times.
4.5 Equipment Cleaning
Drilling/non-disposable sampling equipment will be steam-cleaned, and/or pressure washed prior to and
in between sampling locations with potable water. PFAS-free potable water sources will be identified
prior to sampling activities. Liquinox° and a triple-rinse cleaning method will be used on smaller non-
disposable sampling equipment (i.e., SimulProbe sampler). Rinsate (water and detergent) and steam
cleaning and/or pressure washing fluids will be containerized for disposal.
After sampling, all team members must immediately conduct personal decontamination. Gloves are to
be removed and placed into a sealable plastic bag and hands washed with Liquinox°soap and rinsed with
PFAS-free water.
