Geosyntec" Consultants • Boring permits will be obtained from the San Joaquin County Environmental Health Department(SJCEHD)for each boring. • A hydrant use permit will be obtained from the City of Stockton. A water meter will be obtained from the City of Stockton for fire-hydrant use. The meter will be returned, and the meter readings will be reported to the City of Stockton at the completion of the injection activities. 4.3 Utility Survey At least 48 hours prior to intrusive field activities, USA North 811 will be notified of the intent to drill. USA will contact all utility owners of record within the Site vicinity and notify them of the intention to conduct subsurface investigations in proximity to buried utilities. All utility owners of record,or their designated agents, will be expected to clearly mark the position of their utilities on the ground surface for utilities that are located in public areas. In addition, a private utility locator will be procured to mark private utilities and clear proposed drilling locations.Utilities will be clearly marked on the ground surface and subsequent field activities will be planned accordingly. 4.4 Field Implementation Activities This section summarizes field implementation activities including preparation of the KMnO4 solution, injection activities and waste management. 4.4.1 Site Setup The proposed ISCO injection activities will be conducted during non-business hours; therefore, portable floodlights will be used to illuminate the work area.An exclusion zone will be set up prior to implementation of any injection activities to prevent public access to work areas. The entrance and exits to the parking lot will not be blocked, as no work is proposed in or near these entrances or exists (Figure 4). Traffic lanes in the parking lot may be partially closed using traffic cones, signage, and other temporary traffic control devices. Full lane closure within the parking lot is not anticipated. 4.4.2 KMnO4 Mixing Carus-brand solid KMnO4 packaged in pails will be used to prepare the injection solution. The pails will be discharged into a mixing system on the injection rig to prepare the 10 g/L KMnO4 injection solution. Water for preparing the injection solution will be sourced from a nearby fire- hydrant in accordance with City of Stockton water use requirements and an approved water use permit. 4.4.3 KMnO4 Injection A direct-push rig equipped with a an 8-foot long screened injection rod and a 1.5-inch diameter injection tip will be used to perform the injections.
