2024 Annual Monitoring and Maintenance Report <br />Forward Landfill <br />www.arcadis.com <br />Forward Landfill 2024 Annual Monitoring & Maintenance Rpt_04012025 1 <br />1 Introduction <br />On behalf of Forward, Inc. (Forward), Arcadis U.S., Inc. (Arcadis) has prepared this 2024 Annual Monitoring and <br />Maintenance Report for the Forward Landfill, located at 9999 South Austin Road in San Joaquin County, <br />California (Site; Figure 1). Routine monitoring and maintenance activities were performed in 2024 in accordance <br />with Attachment B – Monitoring and Reporting Program (MRP) of the General Waste Discharge Requirements <br />(WDRs) for Commercial Composting Operations, State Water Resources Control Board (State Water Board) <br />Order WQ 2020-0012-DWQ (General Order; State Water Board 2020) and the Forward Resource Recovery <br />Facility – General Waste Discharge Requirement Technical Report – Tier 2 (Technical Report; HDR Engineering, <br />Inc. [HDR] 2021). The Technical Report was prepared in accordance with the State Water Board Order WA 2015- <br />0121-DWQ General Waste Discharge Requirements for Composting Operations. The Order WQ 2020-0012- <br />DWQ, dated April 7, 2020, amends Order WQ 2015-0121-DWQ. <br />The General Order requires all composting operations areas (material receiving, active, curing and storage of <br />finished compost; Figure 2) to be able to support the design specifications set forth by Lewis Engineering using <br />25-year, 24-hour and 25-year, 10-minute storm events to account for maximum peak flow (HDR 2021). The <br />compost pad and detention pond were designed by Lewis Engineering and were prepared to comply with <br />requirements of WDR No. R5-2024-0002 (Central Valley Regional Water Quality Control Board [RWQCB] 2024), <br />which supersedes Order No. R5-2014-0006 [RWQCB 2014]). Compost run-off water is directed from the <br />composting working areas to onsite drainage ditches and to the onsite detention pond. <br />This facility does not conduct groundwater protection monitoring in lieu of the design specifications set forth in the <br />Technical Report (HDR 2021). <br />This report presents a summary of site inspections and maintenance, as well as detention pond monitoring results <br />for the 2024 calendar year conducted at the Site’s Forward Resource Recovery Facility (compost facility), owned <br />and operated by Forward. <br />2 Site History <br />The Forward Landfill occupies approximately 744 acres across several parcels. The design and operation of the <br />compost facility, which began operation in 1994, is permitted under Solid Waste Facility Permit 39-AA-0020 to <br />receive the following: <br /> Windrow composting: 1,100 tons per day. Up to 200 tons per day will be re-allocated to an onsite aerated <br />static pile composting system when installed. <br /> Transfer/processing: 3,080 tons per day. <br /> Combined Forward Landfill and compost facility: 46,080 tons per week. <br />The compost area, which is located south of the south branch of South Littlejohn’s Creek is located on Assessor’s <br />Parcel Number 201-060-030-000. The parcel is approximately 157 acres and includes both the composting area <br />and portions of the Forward Landfill. The operational footprint of the compost facility, including material receiving <br />and final product storage areas is approximately 39.1 acres. The operational footprint also includes the existing <br />transfer station building, access roads, and a detention pond (HDR 2021).
