2024 Annual Monitoring and Maintenance Report <br />Forward Landfill <br />www.arcadis.com <br />Forward Landfill 2024 Annual Monitoring & Maintenance Rpt_04012025 2 <br />The existing compost facility has obtained the appropriate approvals from the appropriate regulatory agencies to <br />operate (HDR 2021) and has obtained air permits from the San Joaquin Valley Air Pollution Control District to <br />cover its existing operations, including receiving, mixing, and storage; open windrow composting; finished <br />compost loadout; and compostable material handling (HDR 2021). <br />All material enters the compost facility through the resource recovery entrance off Austin Road and weight is <br />measured at the scale house. The material is screened for debris and then placed in windrows for composting. <br />Water from the composting areas flows to a retention basin located on the west side of the compost facility <br />designated as the detention pond. Figure 2 shows the composting areas of the facility and the detention pond. <br />3 Routine Monitoring Requirements <br />This section summarizes the required routine monitoring activities performed in 2024. Each section addresses a <br />routine monitoring requirement, as presented in the MRP of the General Order (State Water Board 2020). <br />3.1 Facility Inspections <br />The compost facility is inspected quarterly as part of the site monitoring. During 2024, Forward personnel reported <br />no unusual activity at the compost facility. The analytical results for samples collected from the detention pond <br />during inspections (when sufficient water was present) are summarized in Section 4. <br />3.1.1 Operations Areas <br />To comply with the specifications of the General Order (State Water Board 2020) and Technical Report (HDR <br />2021), Forward personnel conduct inspections of all composting operations areas including inspection of <br />leachate, ponding, or surface failures such as cracking, spilling, or subsidence. Completed Forward observation <br />forms1 for 2024 are provided in Appendix A. <br />3.1.2 Wastewater Management Plan <br />Potential process water from the composting working area surfaces flows to onsite drainage ditches and is then <br />directed to the onsite detention pond. Several best management practices (e.g., dust control and absorption of <br />surface water runoff) are implemented at the compost facility to reduce the potential for excess process water <br />generation during composting activities. Any process water generated in quantities that can be reused in the <br />composting process will be reintroduced into the composting process. The facility operators are trained to use <br />minimal water for dust control to minimize the generation of surface water runoff from the composting system. <br />3.1.3 Annual Survey <br />An annual survey is conducted before August 31 to confirm that all containment structures are prepared for the <br />pending wet season, and to ensure that the approved grading and drainage plans are consistent with the existing <br />1 Inspections of composting operations areas are included in Forward Landfill’s monthly stormwater routine observation <br />reports (Appendix A).
