Installation of an extraction well at this location <br />would provide a groundwater extraction well with higher production capacity and anticipated improved plume <br />control capability. <br />The RWQCB approved the relocation of extraction well CDCR-EW-3 and the addition of a monitoring well pair <br />(AMW-61S/AMW-61M) screened in the shallow and intermediate WBZs in emails dated May 22 and June 21, <br />2024 (RWQCB 2024a, 2024b), respectively. Groundwater monitoring wells AMW-61S and AMW-61M served as <br />the closest observation wells during hydraulic testing of extraction well CDCR-EW-3. <br />This Report also discusses the installation of extraction well CDCR-EW-4 which was installed adjacent to <br />monitoring wells AMW-58S and AMW-58M, which acted as the closest monitoring wells during the hydraulic <br />testing of extraction well CDCR-EW-4. <br />In summary the four groundwater monitoring wells (AMW-60S, AMW-60M, AMW-61S, and AMW-61M) were <br />installed to monitor and define the shallow and intermediate plume extent beneath the CDCR property and for <br />hydraulic testing, and the two extraction wells (CDCR-EW-3 and CDCR-EW-4) were installed to extract plume <br />mass from beneath the CDCR property. The incorporation of the extraction wells and details of the proposed <br />remedial groundwater extraction and treatment (GWET) system is discussed in Section 6. <br />2.2 Site Description <br />Forward Landfill is an approximately 567-acre, privately owned, waste disposal and resource recovery facility. <br />The facility consists of a transfer station, materials recovery facility, and composting facility. The landfill owner and <br />operator (Forward) also owns an adjacent 184-acre parcel, known as the “Brocchini” parcel, which is within the <br />overall facility boundary but not permitted for solid waste handling activities. Therefore, the total acreage owned <br />by Forward is 751 acres. The Forward Landfill is located 7 miles southeast of the City of Stockton in San Joaquin <br />County, California. <br />The approximately 567-acre permitted Forward Landfill is a combination of the City of Stockton’s former 410-acre <br />Austin Road Sanitary Landfill (now the northern portion of the Forward Landfill) and the 157-acre original Forward <br />Landfill (now the southern portion of the Forward Landfill). The original Forward Landfill was permitted in 1973 <br />and converted to a Class II landfill in 1993. <br />Forward Landfill is bounded predominantly by agricultural property to the east, west, and south (Figure 1). The <br />CDCR property is located approximately 1,500 feet to the north of Forward Landfill. Domestic residences and <br />agricultural properties are located along Newcastle Road (to the west of the CDCR property) and Austin Road (to <br />the east of the CDCR property). A domestic residence at 7833 Newcastle Road is located approximately 3,300 <br />feet northwest of Forward Landfill. Both 7833 Newcastle Road and the CDCR property are indicated to be offsite <br />VOC sources separate from Forward Landfill. <br />
