WELL INSTALLATION AND INTERIM REMEDIAL ACTION REPORT <br />www.arcadis.com <br />FINAL_Forward CHCF (CDCR) Well Installation Report_10182024 <br /> <br />4 <br />4 Well Installation Activities <br />This section describes the activities completed before beginning field operations as well as the well installation <br />activities, including well development, hydraulic testing of extraction wells, and well surveying. This section also <br />describes deviations to the Work Plan (Arcadis 2023a) and the handling of investigation -derived waste. <br />4.1 Pre-Field Activities <br />Before beginning field operations, pre-field activities were completed, including the preparation and review of a <br />site-specific health and safety plan (HASP), conducting an underground utility locate, and obtaining the necessary <br />permits. <br />4.1.1 Site-Specific Health and Safety Plan <br />As required by the Occupational Safety and Health Administration Standard “Hazardous Waste Operations and <br />Emergency Response” guidelines (29 Code of Federal Regulations Section 1910.120), Arcadis prepared a site - <br />specific HASP that addresses potential hazards associated with the drilling program and describes emergency <br />procedures to be followed, including the route to the nearest hospital. Field staff and contractors reviewed the <br />HASP before beginning field operations. Personal protective equipment, as required, was worn by field staff, and <br />daily tailgate safety meetings with the subcontractors were led by Arcadis field staff. <br />4.1.2 Underground Utility Locating <br />Arcadis notified Underground Service Alert of Northern California a minimum of 48 hours before commencing field <br />activities to identify any public utility alignments that conflicted with the proposed well locations. Ground <br />Penetrating Radar Systems, a private utility locating company located in Turlock, California, was contracted to <br />locate potential underground utilities using electro-magnetic and ground-penetrating radar equipment. On May 7 <br />and July 15, 2024, Ground Penetration Radar Systems conducted underground utility surveys at the CHCF and at <br />the NCYCC, respectively. Each soil boring location was cleared to 5 feet below ground surface (bgs) with a hand <br />auger. Based on these multiple lines of evidence, the proposed locations for wells AMW-60S, AMW-60M, AMW- <br />61S, AMW-61M, CDCR-EW-3, and CDCR-EW-4 were cleared of below-ground utility conflicts before the well <br />borings were further advanced using a drill rig. <br />4.1.3 Permits <br />Prior to initiating drilling activities, Arcadis obtained the necessary drilling permits from San Joaquin County <br />Environmental Health Department. Copies of the permits are included in Appendix A. An inspector from San <br />Joaquin was present during the well seal activities (i.e. grout placement), to confirm and verify correct installation. <br />All wells were installed in accordance with San Joaquin well standards required by the San Joaquin well <br />installation permits. <br />4.2 Field Activities <br />This section describes the field activities conducted at CDCR in May and July 2024.
