SAP/QAPP Addendum <br /> Lodi-125 N Stockton <br /> Final <br /> March 24,2025 <br /> 1.0 INTRODUCTION <br /> The U.S. Environmental Protection Agency(EPA) Region 9 is conducting a Targeted Brownfields <br /> Assessment (TBA) Phase II Environmental Site Assessment(ESA) for the City of Lodi(the Applicant) <br /> located at 125 North Stockton Street,Lodi,San Joaquin County,California,herein referred to as the Site <br /> (Figure 1).The Applicant has an interest in redeveloping the property as a part of the expansion of the Lodi <br /> downtown zoning.The TBA will evaluate the Site for potential environmental concerns.Results of the TBA, <br /> to appear in a Phase II ESA TBA Report,and preparation of an associated Analysis of Brownfields Cleanup <br /> Alternatives (ABCA),if necessary,will facilitate a more informed decision on the viability of the Site for the <br /> proposed use. <br /> EPA has tasked Toeroek Associates,Inc. and Tetra Tech,Inc. (Toeroek Team) to conduct the TBA under <br /> Contract Number 68HERH1 9DO01 8,Task Order Number 68HE0920F0038.The purpose of this Sampling <br /> and Analysis Plan (SAP)/Quality Assurance Project Plan(QAPP)Addendum is to describe the rationale,data <br /> quality objectives (DQOs),field sampling methods,laboratory methods,and quality assurance (QA) and <br /> quality control(QC) methods for the proposed assessment work.This SAP/QAPP Addendum addresses <br /> specific field sampling and chemical analytical methods pertaining to the assessment of the Site in accordance <br /> with the following documents: <br /> • Final Programmatic QAPP Revision 2 (EPA [Region 9]/QA Document control number [DCN] <br /> FY22BNFD227) (Toeroek Team 2022); <br /> • Sampling and Analysis Plan Guidance and Template,Version 4,for Brownfields Assessment Projects <br /> (EPA 2018); <br /> • EPA Requirements for Quality Assurance Project Plans for Environmental Data Operations <br /> (EPA 2001); <br /> • Guidance on Systematic Planning Using the Data Quality Objectives Process (EPA 2006) <br /> • Standard Practice for Environmental Site Assessments:Phase II Environmental Site Assessment <br /> Process (ASTM International [ASTM] 2019); <br /> • Uniform Federal Policy for Quality Assurance Project Plans: Evaluating,Assessing,and <br /> Documenting Environmental Data Collection and Use Programs,Part 1:UFP-QAPP Manual <br /> (Intergovernmental Data Quality Task Force [IDQTF] 2005a);and <br /> 1 <br />
