Sampling and Analysis Plan for Phase II Environmental Site Assessment <br /> 125 North Stockton Street, Lodi,CA 95240 <br /> 3.0 SCOPE OF WORK <br /> This section describes the planned scope of work and methods for the proposed Phase II ESA of <br /> the Property. The Phase II ESA will further evaluate potential on-site sources of impact to soil and <br /> soil vapor. It is anticipated that data from this investigation will be used to: a) determine remedial <br /> and/or mitigation requirements associated with future redevelopment of the Site; b) prepare an <br /> Analysis of Brownfield Cleanup Alternatives (ABCA) document, as appropriate; and c) provide <br /> data to inform appropriate soil handling measures during redevelopment.The Phase II ESA process <br /> details are provided in Table 1 and summarized in this section. <br /> 3.1 Preliminary Activities <br /> Prior to intrusive work Stantec will complete the following preliminary activities: <br /> • Prepare a site-specific HASP as required by Title 29 of the U.S. Code of Federal Regulations, <br /> part 1910.120, and in accordance with Stantec protocols. <br /> • Obtain a drilling permit if required by the San Joaquin County Environmental Health <br /> Department. <br /> • Mark proposed exterior investigation locations in white paint, open a one-call ticket with <br /> Underground Service Alert, and retain a private utility locator to confirm that proposed <br /> drilling and excavation locations are free of detectable subsurface utilities or other <br /> obstructions. As part of the survey, the locator will use ground penetrating radar to <br /> evaluate the vicinity of the former UST in the northwestern portion of the Property such that <br /> if a suspected UST or infilled cavity is identified, the soil borings targeting this feature can <br /> be appropriately located to investigate this feature. <br /> • Coordinate with City of Lodi staff for site access. <br /> 3.2 Soil and Soil Gas Sampling Activities <br /> Stantec will subcontract with a California-licensed driller to facilitate the collection of soil and soil <br /> vapor samples as described in the following sections. Soil samples will be collected from multiple <br /> depth intervals at ten locations across the Property, and soil vapor samples will be collected from <br /> two depths at four locations. Proposed sampling locations are illustrated on Figure 3. Soil vapor <br /> sampling will be conducted in accordance with the Advisory for Active Soil Gas Investigations <br /> published by the California DTSC (July 2015). The project sampling program, including sampling <br /> rationale for each borehole, is summarized in Table 2. Proposed Phase II ESA soil and soil gas <br /> sampling activities are described in the following sections. <br /> J.Z. I sou sampling <br /> Temporary borings will be advanced to 5 feet bgs using a hand auger, and then advanced to <br /> terminal depth using direct-push equipment. Subsurface materials will be logged and described <br /> for lithologic characteristics using the Unified Soil Classification System and screened for <br /> visual/olfactory characteristics and for the presence of VOCs using a photoionization detector <br /> (PID) equipped with a 10.6 electron-volt lamp. Soil classification, visual/olfactory observations of <br /> soil conditions, and PID results will be documented in the project notebook or on field data sheets. <br /> Stantec 10 <br />
