Sampling and Analysis Plan for Phase II Environmental Site Assessment
125 North Stockton Street, Lodi,CA 95240
One laboratory-supplied blank Laboratory prepared organic-free VOCs-3 samples (assuming 3
Trip Blanks per cooler containing samples for blank to assess potential days spent on-site collecting soil
VOC analyses. contamination during sample samples)
container shipment and storage.
3.2.5 Background Samples
Background soil and soil vapor samples are not proposed.The Property is located in an area with
a history of residential, commercial, and institutional uses which are associated with similar
potential contaminants of concern for soil (petroleum hydrocarbons, lead, and PAHS). Therefore,
identifying a reliable location for a background sample is not considered feasible. In addition,
VOCs in soil vapor beneath the Property will be considered a concern regardless of whether the
source is one or more on-Site releases, or one or more off-site or background sources for
contamination.
3.2.6 Decontamination Procedures and Waste Management
Reusable sampling equipment will be decontaminated prior to use and between locations using
non-phosphate detergent and a triple-rinse method. Equipment rinsate and soil cuttings will be
stored in 55-gallon steel drums pending profiling and disposal. Stantec will collect representative
waste samples and coordinate for removal and disposal of investigation-derived waste.
3.3 Inadvertent Discovery Planning
The minimally intrusive nature of the proposed subsurface soil assessment makes discovery of
cultural artifacts or human remains highly unlikely. However, In the unlikely event that cultural
artifacts or human remains are discovered during completion of the work, Stantec will follow
relevant protocols as described in the Inadvertent Discovery Plan included as Appendix A.
3.4 Reporting
Following receipt of final laboratory analytical results, Stantec will validate and verify chemical
data as described in the Master QAPP and prepare a summary report for submittal to the City of
Lodi.The report will include the following elements.
• A description of field sampling activities;
• A scaled site plan illustrating borehole and sampling locations;
• Tabulated summaries of analytical data screened against appropriate risk-based criteria;
• Analysis of chemical testing results as they relate to 1) evidence of a release, and 2) risk to
human health or the environment;
• Recommendations, as appropriate; and,
• Discussion of any deviations from the procedures described in this SAP.
5 Stantec 13
