SAP/QAPP Addendum <br /> Lodi-125 N Stockton <br /> Final <br /> March 24,2025 <br /> most appropriate conditions for collecting the data;and (4) specify performance or acceptance criteria for <br /> establishment of quantity and quality of data needed to support the decision.An outline of the process and <br /> expected outputs from this project are in Site-Specific QAPP Worksheet#10,listed at the end of this <br /> section.This investigation is anticipated to generate definitive data from building materials,soil, soil gas,and <br /> indoor/outdoor air.Data generated during this project will comply with the requirements for each data <br /> category as defined in Guidance on Systematic Planning Using the DQO Process (EPA 2006). EPA has <br /> approved all definitive analytical methods to be applied during this project. <br /> The Applicant's redevelopment plan for the Site is to rezone the Site for mixed use.Based on the stated <br /> potential future use,protection of future occupants'health based on a commercial exposure scenario is <br /> appropriate.If AOCs are present,the following SLs will be used to evaluate AOC concentrations detected in <br /> soil, soil gas,ambient air,and hazardous building materials: <br /> • The proposed SL for building materials at the Site is any material containing more than 1 percent <br /> asbestos per OSHA Title 29 CFR 1910.1001(b) and 0.1 percent asbestos per DOSH asbestos <br /> material regulations (California Code of Regulations[CCR] Section 5208). <br /> • Paint containing more than 5,000 ppm or 0.5 percent by weight lead will be considered LBP per <br /> HUD (2012) and EPA regulations (40 CFR Part 745—Lead-Based Paint Poisoning Prevention in <br /> Certain Residential Structures). <br /> • Caulk containing PCBs at concentration equal to or exceeding 50 milligrams per kilogram (mg/kg)is <br /> considered hazardous according to EPA 40 CFR 761.62(b)(4)(ii). <br /> • The proposed SLs for arsenic,lead,TPH,and PAH in soil sample results will be the federal RSL for <br /> industrial and residential soil(EPA 2024),DTSC SLs for commercial and residential receptors <br /> (DTSC 2022),and the RWQCB Tier 1 ESLs (RWQCB 2019). <br /> • Proposed SLs for soil gas at the Site to evaluate sample results will be RWQCB Tier 1 ESLs for sub- <br /> slab soil gas (RWQCB 2019) and EPA VISLs for commercial and residential receptors (Appendix <br /> A). <br /> • Proposed SLs for indoor air at the Site to evaluate sample results will be EPA RSLs for industrial and <br /> residential air(EPA 2024),DTSC SLs for commercial and residential receptors (DTSC 2022),and <br /> RWQCB Tier 1 ESLs for indoor air(RWQCB 2019). <br /> 12 <br />
