SAP/QAPP Addendum <br /> Lodi-125 N Stockton <br /> Final <br /> March 24,2025 <br /> SITE-SPECIFIC QAPP WORKSHEET #10 (CONTINUED) <br /> PROBLEM DEFINITION <br /> o Hazardous building material survey: Inside and outside of the unoccupied office building. <br /> o Historical MGP soil sampling: Seven locations spaced inside and outside the historical MGP <br /> Boundary and at depths of 0.5 to 1 feet,2 to 3 feet,and 3 to 5 feet below ground surface (bgs). <br /> o Historical UST soil sampling: Four step out locations approximately 5 feet horizontally from <br /> the B-1 sample location from (Stantec 2023),north, south,east and west,at depths of 5 to 8 <br /> feet, 8 to 10 feet, 10 to 13 feet,and 13 to 15 feet bgs. <br /> o Soil-gas sampling:Twenty samples spaced throughout the Site at depths of 5 feet and 15 feet <br /> bgs. <br /> o Indoor air sampling:In each of the five rooms within the unoccupied office building,at <br /> breathing height(approximately 5 feet above ground). <br /> o Outdoor air sampling: One sample in a well-ventilated area (away from any areas of exhaust) <br /> and placed at breathing height. <br /> • Temporal boundaries:March 2025. <br /> Step 5—Develop the Analytic Approach <br /> The analytic approach will be to characterize the building material,soil,soil gas,and indoor/outdoor air to <br /> determine whether they could threaten human health.If such threats are identified based on comparisons of <br /> acquired data to the following regulatory screening criteria,EPA may recommend additional characterization, <br /> remedial actions,or reconfiguration of future Site uses.If such threats to human health are not identified,EPA <br /> could find that the Site conditions are suitable for the planned redevelopment. Regulatory screening criteria are <br /> as follows: <br /> • Building materials:If hazardous building materials are present,additional characterization and <br /> remedial actions,including special demolition or abatement techniques (asbestos or LBP mitigation <br /> measures),may be recommended to abate the existing structures.However,little or no impact on <br /> planned future Site use is anticipated. <br /> o Screening criteria for building materials: <br /> - The proposed SL for building materials at the Site is 1 percent asbestos per <br /> Occupational Safety and Health Administration (OSHA) 29 CFR 1910.1001(b),and 0.1 <br /> 18 <br />
