SAP/QAPP Addendum <br /> Lodi-125 N Stockton <br /> Final <br /> March 24,2025 <br /> SITE-SPECIFIC QAPP WORKSHEET #10 (CONTINUED) <br /> PROBLEM DEFINITION <br /> - The SL for VOCs is the California DTSC SLs for commercial and residential receptors <br /> (DTSC 2022) and RWQCB Tier 1 ESLs for indoor air(RWQCB 2019).If SLs for <br /> given analytes are not available from either DTSC or RWQCB,EPA commercial and <br /> residential RSLs will be used(EPA 2024). <br /> • If analyses of building material,soil,soil gas,and indoor air samples document concentrations of AOCs <br /> less than SLs,EPA or the Applicant may recommend further characterization or find that Site <br /> conditions are suitable for the planned redevelopment. <br /> Step 6—Specify Performance or Acceptance Criteria <br /> • Investigation locations are biased based on proximity to potential contamination source(s) ease of <br /> access,and best professional judgment. <br /> o Measurement error,rather than sampling error,is deemed the primary factor affecting any <br /> decision error.Validated definitive data will be required to limit measurement error. Sampling <br /> error will be limited to the extent practicable by following approved EPA methods and <br /> applicable standard operating procedures (SOPS). Sampling error and tolerable limits will not be <br /> quantified. <br /> • The SAP conservatively assumes mixed use commercial and residential exposure for protection of <br /> human health;likely receptors would be workers and visitors of future mixed use commercial buildings, <br /> so commercial exposure is a conservative exposure scenario. <br /> • The investigation will apply standard sample collection and test methods,and established laboratory <br /> performance criteria per Site-Specific QAPP Worksheet#12. <br /> • Laboratory data will be reviewed to ensure they are of sufficient quality to support decision making. <br /> Step 7—Develop the Plan for Obtaining Data <br /> • Use Site reconnaissance observations and the City of Lodi-provided information to identify the <br /> locations of past industrial activities and determine areas where contaminants may have been released. <br /> • Collect and analyze samples as outlined in Steps 3 and 4 above. <br /> 20 <br />
