Revised Remedial Action Plan <br /> McBillin Real Estate investment Property <br /> 2154 South El Dorado Street,Stockton,California <br /> Page 7 <br /> SUMMARY OF PROPOSED ACTIVITIES <br /> The following sub-sections detail the proposed steps to implement the proposed Revised RAP <br /> which outlines the installation of the MPE system. The MPE system includes the addition of MPE <br /> wells, the installation of the MPE system, system start-up, and operation, maintenance, and <br /> monitoring of the system. All fieldwork described within this workplan will be completed in <br /> accordance with Apex's Standard Operating Procedures attached as Attachment B. <br /> Utility Clearance <br /> Apex will mark each area proposed for MPE well installation and trenching with white marking <br /> paint and/or wood stakes and notify Underground Service Alert (811 North) a minimum of 72 <br /> hours prior to commencement of field activities to allow for the marking of buried utilities. <br /> Site-Specific Health and Safety Plan <br /> Prior to the commencement of any Site activity,Apex will prepare a site-specific Health and Safely <br /> Plan (HASP) to be retained at the Site during all field activities. All work will be conducted <br /> according to the HASP. The HASP will contain information on the properties of the hazardous <br /> materials known to be on the Site. This information is equivalent to that contained within Material <br /> Data Sheets(formerly Material Safety Data Sheets). <br /> Emissions Permitting <br /> Apex has reached out to the San Joaquin Valley Air Pollution Control District (SJVAPCD) to <br /> inquire as to the permit requirements to construct and operate the Thermal/Catalytic Oxidizer <br /> proposed as part of the MPE at the Site. A Permit to Operate/Authority to Construct Application <br /> with appropriate fees will be required for submission prior to construction and operation of the <br /> MPE unit described further in the sections below. Submittal requirements for the permit to <br /> construct and operate the system described within this RAP will include the vapor recovery and <br /> emissions data from the Dual-Phase Axtraction Pilot Test Results Report (Apex, 2021). Influent <br /> and effluent vapor sampling of constituents of concern will be dictated by the permits issued by <br /> the SJVAPCD. Copies of the permits and sampling requirements will be attached to the Operations <br /> and Maintenance (O&M) manual for the Site described in more detail below. <br /> Sanitary Sewer Discharge Permit <br /> Apex has been in contact with the City of Stockton Industrial Pretreatment Department(the City) <br /> to obtain an application for discharging treated groundwater to the sanitary sewer system. The <br /> City stated that the discharge would require a prorated monthly connection fee and $1.97 for every <br /> 748 gallons treated and discharged. Based on the system discharging 20 gallons per minute(gpun), <br /> it would cost approximately $2,300 per month plus the monthly connection charge to operate the <br /> system at full capacity. Influent and effluent water sampling of constituents of concern will be <br /> dictated by the permits issued by the City of Stockton. Copies of the permits and sampling <br /> requirements will be attached to the Operations and Maintenance (O&M) manual for the Site <br /> described in more detail below. <br />
