Environmental Health Department <br />AMENDED <br />6/2/2025 <br />CP22 - AST Non-Qualified Inspection Report <br />Date: <br />May 19, 2025 <br /> Facility Address: <br /> 12505 E BRANDT RD, LOCKEFORD <br /> Facility Name: <br /> FORD CONSTRUCTION COMPANY - BRANDT <br /> □ OUT □ R □ COS4045 - Release/Leaks/Spills - General Local Ordinance 86 <br /> □ OUT □ R □ COS4050 - Abandonment/Illegal Disposal/Unauthorized Treatment - General See below 87 <br /> □ OUT □ R □ COS4055 - Abandonment/Illegal Disposal/Unauthorized Treatment - General Local Ordinance 88 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />Code of Fed Regulations 112.7(a)(3)(i) 4010041 - SPCC Plan addresses the type of oil and storage capacity for all <br />fixed and portable containers. <br />OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to address the type of oil and <br />storage capacity for each of the following containers: <br />- a 10,000-gallon red diesel portable aboveground storage tank (AST), located adjacent to the water tanks. <br />- a 12,000-gallon red diesel portable AST located off -site at the time of inspection, according to Dave Coveney, on-site <br />manager. <br />REGULATION GUIDANCE: The SPCC plan shall include: (i) The type of oil in each fixed container and its storage <br />capacity. For mobile or portable containers, either provide the type of oil and storage capacity for each container or <br />provide an estimate of the potential number of mobile or portable containers, the types of oil, and anticipated storage <br />capacities. <br />CORRECTIVE ACTION: The SPCC Plan shall properly address the type and storage capacity of all fixed and portable <br />and/or mobile containers, as required. Submit proof of correction to the EHD. <br />This is (Minor) Violation. <br /> 15 <br />Code of Fed Regulations 112.7(a)(3), 25270.4.5(a) 4010015 - SPCC contains an adequate facility diagram. <br />OBSERVATION: The Spill Prevention, Control, and Countermeasure (SPCC) Plan failed to include an adequate facility <br />diagram. The facility diagram was missing the location and contents of the following ASTs : <br />- 480-gallon 15W/40 oil tank <br />- 240-gallon hydraulic fluid tank <br />- 240-gallon transmission fluid tank <br />- 360-gallon waste oil tank <br />REGULATION GUIDANCE: (3) Describe in your Plan the physical layout of the facility and include a facility diagram, <br />which must mark the location and contents of each fixed oil storage container and the storage area where mobile or <br />portable containers are located. The facility diagram must identify the location of and mark as “exempt” underground <br />tanks that are otherwise exempted from the requirements of this part under § 112.1(d)(4). The facility diagram must <br />also include all transfer stations and connecting pipes, including intra-facility gathering lines that are otherwise <br />exempted from the requirements of this part under § 112.1(d)(11). <br />CORRECTIVE ACTION: Ensure that the SPCC plan includes a complete facility diagram, including the location and <br />contents of the above-mentioned tanks.
