Aboveground Petroleum Storage Act Program Inspection Report <br />Date: <br />August 21, 2025 <br />Facility Address: <br />5100 W HWY 12, LODIFRANK C ALEGRE TRUCKING INC <br />Facility Name: <br />Environmental Health DepartmentAMENDED <br />8/29/2025 <br />42 Code of Fed Regulations 112.8(b)(1) 4030035 - Facility drainage adequately restrained unless conditions met <br />OBSERVATION: Failed to adequately use valves to restrain drainage from diked storage areas, the drainage valve was <br />open at the time of inspection. Which would prevent the facility from being able to inspect the water before its release <br />(IMG_1465) <br />REGULATION GUIDANCE: (1) Restrain drainage from diked storage areas by valves to prevent a discharge into the <br />drainage system or facility effluent treatment system, except where facility systems are designed to control such <br />discharge. You may empty diked areas by pumps or ejectors; however, you must manually activate these pumps or <br />ejectors and must inspect the condition of the accumulation before starting, to ensure no oil will be discharged. <br />CORRECTIVE ACTION: Ensure that drainage valves remain closed to prevent discharge from diked areas, only use <br />manually activated pumps to empty diked areas, and inspect the condition of accumulated liquids (to ensure no oil will be <br />discharged) prior to draining. Submit proof of correction to the EHD. <br />This is a (Minor) Violation. <br />46 Code of Fed Regulations 112.8(c) 4010029 - Adequate discussion of all bulk storage containers located at the facility <br />OBSERVATION: The facility failed to adequately discuss in the SPCC Plan all applicable bulk storage containers, <br />including compatibility with material stored and conditions of storage, and description of sized secondary containment <br />capable of containing the largest single container and sufficient freeboard to contain precipitation for the following: <br />-> 330 gallon clear container of motor oil labeled "Delo 400 SDE SAE 15W-40" (IMG_1432) <br />-> 225 gallon clear tote labeled "Duron SHP 10W-30 Diesel Engine Oil" (IMG_1433) <br />-> 110 gallon silver tank of motor oil labeled "Mobil Delvac 1300 10W30" (IMG_1436) <br />-> approximately 85 gallon white tank of Chevron Delo 400 SAE 15W-40 (IMG_1442) <br />REGULATION GUIDANCE: (c)(2)Construct all bulk storage tank installations (except mobile refuelers and other non- <br />transportation-related tank trucks) so that you provide a secondary means of containment for the entire capacity of the <br />largest single container and sufficient freeboard to contain precipitation. You must ensure that diked areas are sufficiently <br />impervious to contain discharged oil. Dikes, containment curbs, and pits are commonly employed for this purpose. You <br />may also use an alternative system consisting of a drainage trench enclosure that must be arranged so that any <br />discharge will terminate and be safely confined in a facility catchment basin or holding pond. <br />CORRECTIVE ACTION: Immediately ensure that SPCC adequately discusses all applicable bulk storage containers, <br />including compatibility with material stored and conditions of storage, and description of sized secondary containment <br />capable of containing the largest single container and sufficient freeboard to contain precipitation. <br />This is a (Class 2) Violation. <br />1868 E.
