Aboveground Petroleum Storage Act Program Inspection Report <br />Date: <br />August 21, 2025 <br />Facility Address: <br />5100 W HWY 12, LODIFRANK C ALEGRE TRUCKING INC <br />Facility Name: <br />Environmental Health DepartmentAMENDED <br />8/29/2025 <br />55 Code of Fed Regulations 112.7(e), 112.8(c)(6) 4030014 - Tanks inspected and tested by qualified person in <br />accordance with industry standards <br />OBSERVATION: Facility failed to ensure that tanks are inspected and tested by an appropriately qualified person in <br />accordance with industry standards. <br />- Based on the SPCC Plan, The two 10,000 gallon fuel tanks were supposed to be inspected by an STI 001 Certified <br />inspector in 2022. Chris Engdahl was asked if they were inspected in 2022, he responded that they have not yet been <br />inspected. <br />REGULATION GUIDANCE: 112.8(c)(6) Test or inspect each aboveground container for integrity on a regular schedule <br />and whenever you make material repairs. <br />CORRECTIVE ACTION: Immediately ensure that all tanks are inspected and tested by an appropriately qualified person <br />in accordance with industry standards. Submit proof of corrections and test results to the EHD. <br />This is a (Class 2) Violation. <br />56 Code of Fed Regulations 112.7(e), 112.8(c)(6) 4030015 - Aboveground containers tested or inspected for integrity <br />based on industry standards <br />OBSERVATION: Facility failed to test and inspect each aboveground container for integrity based on industry standards, <br />as discussed in the SPCC Plan: <br />Section 7.2.2 indicates that all tanks and containers are to be inspected monthly and annually. According to Chris <br />Engdahl, only the two 10,000 gallon aboveground tanks and the 5,000 gallon aboveground tank are being inspected. <br />REGULATION GUIDANCE: 112.8(c)(6) Test or inspect each aboveground container for integrity on a regular schedule <br />and whenever you make material repairs. <br />CORRECTIVE ACTION: Immediately conduct the necessary integrity testing on all tanks and containers based on <br />industry standards on a regular schedule, after making material repairs, using non-destructive testing, inspecting each <br />container’s supports, foundations, and outside for signs of deterioration, discharges, or accumulation of oil inside diked <br />areas. Maintain testing and inspection records. Submit a copy of the test/ inspection results to the EHD. <br />This is a (Class 2) Violation. <br />1868 E.
