<br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />46 <br /> <br />DISCUSSION OF IMPACTS <br />a) Create a significant hazard to the public or the environment through the routine <br />transport, use, or disposal of hazardous materials? <br />Less-than-Significant Impact <br />The SWFP modifications proposed do not include the acceptance or use of hazardous waste. <br />Furthermore, the project does not include any site modifications, thus there would be no <br />construction activities that may necessitate the transport of hazardous waste originating from <br />the project site. As a Class III waste management unit, North County Landfill is not permitted to <br />accept hazardous waste. However, due to the acceptance of commercial waste, it is possible <br />residents may occasionally transport hazardous waste to the landfill, though it would not be <br />accepted. Thus, the transport of hazardous waste would not be a routine part of project <br />operations. The impact would be less than significant. <br />b) Create a significant hazard to the public or the environment through reasonably <br />foreseeable upset and accident conditions involving the release of hazardous materials <br />into the environment? <br />No Impact <br />As a Class III facility, the project site is not permitted to accept hazardous waste. The project’s <br />SWFP modification would not change the project site’s designation as a Class III facility. <br />Additionally, the North County Landfill checks waste entering the landfill for disposal to ensure it <br />complies with State and local regulations. Therefore, with adherence to CCR Title 27 § 20220, <br />there would be no reasonably foreseeable scenario in which the expansion of landfill operations <br />would create a significant hazard to the public. There would be no impact. <br />c) Emit hazardous emissions or handle hazardous or acutely hazardous materials, <br />substances, or waste within one-quarter mile of an existing or proposed school? <br />No Impact <br />No schools are located within one-quarter mile of the project sites. Therefore, there would be no <br />impact related to schools related to hazardous waste or materials. <br />d) Be located on a site which is included on a list of hazardous materials sites compiled <br />pursuant to Government Code Section 65962.5 and, as a result, would it create a <br />significant hazard to the public or the environment? <br />No Impact <br />A search of the GeoTracker and EnviroStor databases compiled by the State Water Resources <br />Control Board (SWRCB) and Department of Toxic Substances Control (DTSC) indicated that the <br />project site is not included on a list of hazardous materials sites compiled to Government Code <br />Section 65962.5 (DTSC 2024, SWRCB 2024). Therefore, no impact would occur. <br />e) For a project located within an airport land use plan or, where such a plan has not been <br />adopted, within two miles of a public airport or public use airport, would the project <br />result in a safety hazard for people residing or working in the project area? <br />No Impact
