<br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />50 <br /> <br />resources in Eastern San Joaquin County (Eastern San Joaquin Groundwater Management Plan <br />2014). <br />DISCUSSION OF IMPACTS <br />a) Violate any water quality standards or waste discharge requirements or otherwise <br />substantially degrade surface or ground water quality? <br />No Impact <br />The project is limited to landfill operations and will remain subject to the SWPP discussed above, <br />CCR 27 Section 20260, and CCR 27 Section 20220. Class III landfills, such as the North County <br />Landfill, are not allowed to accept hazardous waste materials. Furthermore, per CCR 27 Section <br />20260, “new Class III and existing Class II-2 landfills shall be sited where soil characteristics, <br />distance from waste to ground water, and other factors will ensure no impairment of beneficial <br />uses of surface water or of ground water beneath or adjacent to the landfill.” The landfill will <br />remain subject to the SWPPP and the BMPs contained during project operation. Due to continued <br />compliance with the current SWPPPP and state regulations, there would be no impact related to <br />water quality. <br />b) Substantially decrease groundwater supplies or interfere substantially with groundwater <br />recharge such that the project may impede sustainable groundwater management of <br />the basin? <br />Less-than-Significant Impact <br />Project activities are limited to operational modifications and will not require any construction <br />activity; thus, no new impervious surfaces will be introduced to the project site. Operation of the <br />project would require use of water for irrigation and landfill activities utilizing existing water <br />lines within the project area, however this would not be a substantial increase over what is <br />currently being used. Therefore, the project would result in a less-than-significant impact on <br />groundwater supplies. <br />c) Substantially alter the existing drainage pattern of the site or area, including through the <br />alteration of the course of a stream or river or through the addition of impervious <br />surfaces, in a manner which would: (i) result in substantial erosion or siltation on- or <br />off-site; (ii) substantially increase the rate or amount of surface runoff in a manner <br />which would result in flooding on- or off-site; (iii) create or contribute runoff water that <br />would exceed the capacity of existing or planned storm water drainage systems or <br />provide substantial additional sources of polluted runoff; or (iv) impede or redirect flood <br />flows? <br />Less-than-Significant Impact <br />The project would not involve any construction work or site modifications and therefore would <br />not cause substantial erosion or siltation. In addition, as described in Impact a), the project has <br />an existing SWPPP to prevent excessive runoff and erosion and siltation during project operation. <br />Project operation would not result in a substantial increase in impervious surface area which <br />would cause an increase in surface runoff. The impact would be less than significant. <br />d) In flood hazard, tsunami, or seiche zones, risk release of pollutants due to project <br />inundation?
