North County Recycling Center and Sanitary Landfill Permit Revision Project
Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025
51

No Impact
The project site is not located within a flood hazard zone (FEMA 2024). Furthermore, the project
area is an existing landfill, and pollutant generation as a result of project operations compared
to current conditions would be minimal. Therefore, the project would not substantially increase
the risk of pollutant release in event of a flood.

The project area is not within a tsunami hazard zone and would not be subject to inundation by
tsunami (Department of Conservation 2024). In addition, the project area is not located near a
large inland body of water that could generate a seiche during seismic ground shaking.

Within the project site and immediately surrounding areas, the existing hydrology would not be
altered thus runoff will not increase. Therefore, the project would result in no impact related to
flood hazard, tsunami, or seiche zones.
e) Conflict with or obstruct implementation of a water quality control plan or sustainable
groundwater management plan?
No Impact
The project is limited to the modification of landfill operations, no new construction is proposed.
Additionally, as discussed in response (a), the landfill is subject to the operating parameters
within the landfill’s SWPPP and is also subject to State regulations related to landfills and water
quality. Therefore, no impact related to the implementation of any water quality control plans or
sustainable groundwater management plans would occur.
