<br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />51 <br /> <br />No Impact <br />The project site is not located within a flood hazard zone (FEMA 2024). Furthermore, the project <br />area is an existing landfill, and pollutant generation as a result of project operations compared <br />to current conditions would be minimal. Therefore, the project would not substantially increase <br />the risk of pollutant release in event of a flood. <br /> <br />The project area is not within a tsunami hazard zone and would not be subject to inundation by <br />tsunami (Department of Conservation 2024). In addition, the project area is not located near a <br />large inland body of water that could generate a seiche during seismic ground shaking. <br /> <br />Within the project site and immediately surrounding areas, the existing hydrology would not be <br />altered thus runoff will not increase. Therefore, the project would result in no impact related to <br />flood hazard, tsunami, or seiche zones. <br />e) Conflict with or obstruct implementation of a water quality control plan or sustainable <br />groundwater management plan? <br />No Impact <br />The project is limited to the modification of landfill operations, no new construction is proposed. <br />Additionally, as discussed in response (a), the landfill is subject to the operating parameters <br />within the landfill’s SWPPP and is also subject to State regulations related to landfills and water <br />quality. Therefore, no impact related to the implementation of any water quality control plans or <br />sustainable groundwater management plans would occur.
