<br /> <br />North County Recycling Center and Sanitary Landfill Permit Revision Project <br />Final Initial Study/Mitigated Negative Declaration · San Joaquin County | May 2025 <br />55 <br /> <br />for non-engineered timber and masonry buildings is used to represent the building types near <br />the project site and along the haul route. <br />San Joaquin Noise Ordinance <br />Chapter 9-404.040 establishes standards for noise from transportation sources and stationary <br />sources. For transportation sources, the maximum allowable noise exposure in outdoor areas is <br />65 dBA. The maximum allowable noise exposure from stationary sources in outdoor activity <br />areas of noise sensitive land uses is 75 dBA during the daytime (7 a.m. to 10 p.m.) and 65 dBA <br />during the nighttime (10 p.m. to 7 a.m.). <br />San Joquin County General Plan <br />The Noise Element in the County’s 2035 General Plan states that the County shall require <br />construction projects anticipated to generate a significant amount of vibration to ensure <br />acceptable interior vibration levels at nearby vibration-sensitive uses based on FTA criteria. <br />DISCUSSION OF IMPACTS <br />a) Generation of a substantial temporary or permanent increase in ambient noise levels in <br />the vicinity of the project in excess of standards established in the local general plan or <br />noise ordinance, or applicable standards of other agencies? <br />Less-than-Significant Impact <br />The project does not propose any new construction, thus the primary source of noise during <br />project operation would be generated by the increase of equipment on the project site and <br />project-generated vehicle trips. According to the Transportation Impact Analysis prepared for the <br />project, the project will generate an average of 461 new trips per day, including 359 visitor and <br />worker commute trips and 102 haul truck trips. <br /> <br />Traffic noise levels along the haul route would increase with the additional vehicle trips <br />contributed by project operations. The project would generate a total of 9 truck trips and 31 <br />visitor/worker commute trips during the AM peak hours and 8 visitor/worker commute trips <br />during the PM peak hours. The project-generated traffic noise levels were calculated during the <br />AM peak hour to represent the highest traffic noise increase during project operation. <br /> <br />Based on the estimates contained within the Noise Analysis prepared for the project , project <br />related traffic noise would increase by up to 2.0 dBA along the haul route, which is below the <br />County’s threshold. Where the project noise levels exceed the County’s noise standard, existing <br />and cumulative noise levels have already exceeded the 65-dBA Ldn threshold. Therefore, impacts <br />related to traffic noise increase along the haul route compared to current conditions would be <br />less than significant. <br />b) Generation of excessive groundborne vibration or groundborne noise levels? <br />Less-than-Significant Impact <br />The off-road equipment currently used at North County Landfill will continue to be used with the <br />implementation of the project. Landfill operation would not involve equipment or activities that <br />would generate excessive groundborne vibration or groundborne noise levels. While the project
