Spectrum <br />is the largest telecommunications provider in the County, amongst other regional providers. The <br />County’s Department of Public Works is responsible for wastewater collection and treatment, in <br />addition to solid waste disposal. The County owns and operates the Lovelace Materials Recovery <br />Facility and Transfer Station and North County Recycling Center and Sanitary Landfill, while the <br />Foothill Sanitary Landfill and Hazardous Household Waste Facility is publicly owned but privately <br />operated. Each landfill serves San Joaquin County. <br />DISCUSSION OF IMPACTS <br />a) Require or result in the relocation or construction of new or expanded water, wastewater <br />treatment or storm water drainage, electric power, natural gas, or telecommunications
