Geosyntec'' <br /> consultants <br /> 1. INTRODUCTION <br /> Geosyntec Consultants, Inc. (Geosyntec) has prepared this Rail Line Area Monitoring <br /> Well Destruction Work Plan (Work Plan) for Rough and Ready Island (RRI) located in <br /> Stockton, California on behalf of the Port of Stockton(Port). This Work Plan provides a <br /> plan to sample, destroy and replace monitoring wells to accommodate construction of a <br /> soda ash terminal facility, including rail line. The scope of work presented in this work <br /> plan was discussed with the California Environmental Protection Agency Department of <br /> Toxic Substances Control (DTSC) and Central Valley Regional Water Quality Control <br /> Board(CVRWQCB) in meetings on March 11, 2021 and March 18, 2021. <br /> The scope of work to be conducted under this Work Plan includes sampling wells prior <br /> to destruction, destroying monitoring wells, and installing replacement monitoring wells. <br /> Table 1 includes the list of wells that will be destroyed, proposed sampling prior to <br /> destruction and proposed replacement monitoring well screen intervals. Figure 1 shows <br /> proposed well sampling, destructions, and tentative replacement well locations. <br /> 2. FIELD WORK ACTIVITIES <br /> 2.1 Pre-field activities <br /> Prior to the start of field activities, Geosyntec will perform the following: <br /> • Geosyntec will contact Underground Service Alert(USA)a minimum of 48 hours <br /> prior to commencement of digging or drilling activities. Additionally, a private <br /> utility locator will perform a geophysical survey in each area to identify potential <br /> utilities, pipelines, or other subsurface obstructions; <br /> • Geosyntec will obtain drilling permits from the San Joaquin County <br /> Environmental Health Department(SJCEHD); and <br /> • The Health and Safety Plan(HASP) will be updated and available on-site during <br /> all field activities. A copy of the updated HASP is included in Appendix A. Prior <br /> to the start of field activities, a safety tailgate meeting will be conducted. <br /> 2.2 Sampling of Wells <br /> Monitoring wells will be sampled for volatile organic compounds (VOCs) prior to well <br /> destruction as shown in Table 1 and Figure 1.
