Geosynte& <br /> consultants <br /> 1. INTRODUCTION <br /> Geosyntec Consultants, Inc. (Geosyntec) has prepared this 2024 Groundwater Monitoring Work <br /> Plan (2024 GMWP) for Rough and Ready Island(RRI) located in Stockton, California <br /> (Figure 1) on behalf of the Port of Stockton(Port). This 2024 GMWP proposes a groundwater <br /> monitoring program for RRI for 2024. <br /> Groundwater monitoring has been conducted at RRI for over 30 years. Groundwater monitoring <br /> work implemented by Geosyntec during the last 6 years between 2018 and 2023 included the <br /> following: <br /> • annual groundwater sampling and gauging; <br /> • locating and assessing monitoring well conditions; <br /> • repairing and installing protective measures for monitoring wells; <br /> • re-surveying the groundwater monitoring well coordinates and top of casing elevations; <br /> • destroying 15 monitoring wells and piezometers that were damaged beyond repair; <br /> • destroying 60 monitoring wells located in the Stockton Soda Bulk Export Terminal <br /> (previously referred to as soda ash terminal) construction area; <br /> • collecting grab-groundwater samples at 30 locations to address data gaps; <br /> • installing and sampling 14 new groundwater monitoring wells; <br /> • assessing and determining that stream gauges installed by the Navy are no longer present <br /> at RRI; and, <br /> • sampling surface water drainage channels to determine if groundwater was discharging to <br /> surface water. <br /> In consultation with the Central Valley Regional Water Quality Control Board(CVRWQCB) <br /> and the Department of Toxic Substances Control (DTSC), the Port has proposed a groundwater <br /> monitoring program to collect groundwater data to address data gaps for preparing remedial <br /> investigation/feasibility studies (RI/FS) for the proposed groundwater operable units at RRI. This <br /> 2024 GMWP is intended to cover groundwater monitoring work planned in 2024 only. The <br /> proposed groundwater monitoring program for 2024 and proposed groundwater operable units, <br /> described in this GMWP, were presented to the CVRWQCB and DTSC during a meeting on <br /> March 27, 2024. <br /> 1.1 Background <br /> RRI is approximately 1,459 acres and is located within the Sacramento-San Joaquin River Delta <br /> (Delta) at the confluence of the San Joaquin, Sacramento, Mokelumne, Calaveras, and Cosumnes <br /> Rivers. Formerly a riverine marshy grassland, RRI was transformed into farmland in the late <br /> 1800s with the construction of levees and implementation of a drainage system along the <br /> perimeter and throughout the interior of the island (Figure 2). Military use of the island started <br /> after World War I, when a United States Army camp was established(PRC Environmental <br /> Management, Inc. [PRC], 1997a). The island was then developed as a supply depot during World <br /> War II and was commissioned as the United States Naval Supply Annex, Stockton, on June 30, <br /> 1945 (PRC, 1997a). The area was then re-designated as the Naval Communication Station in <br /> 1965 following the establishment of their headquarters on the island in 1960 (PRC, 1997a).
