Geospte& <br /> consultants <br /> United States Navy(Navy)transferred RRI to the Port through the United States Department of <br /> Transportation Maritime Administration(MARAD) in 2000, 2002, 2003, and 2011, and RRI is <br /> now under development by the Port. <br /> 1.2 Regulatory Framework <br /> On July 30, 2003, the Port entered into a Consent Agreement with the State of California, the <br /> California Environmental Protection Agency Department of Toxic Substances Control (DTSC), <br /> and the Central Valley Regional Water Quality Control Board(CVRWQCB) for RRI (State of <br /> California, 2003). DTSC is the lead regulatory agency and the CVRWQCB is the supporting <br /> agency for environmental work at RRI, except with respect to petroleum underground storage <br /> tanks (USTs) and petroleum contaminated sites, for which the CVRWQCB is the lead regulatory <br /> agency and DTSC is the supporting agency. <br /> RRI consists of approximately 1,459 acres, of which approximately 500 acres make up 36 <br /> parcels that contain a total of 50 sites covered by the Consent Agreement(Figure 2). The <br /> Consent Agreement states: "Groundwater plume investigations need to be completed and <br /> remediation may be required at IAS-3/4, 7, 16 and Site 39, Site 49 (Includes groundwater plume <br /> at Site 2, 5,4, 5B, 5C, 5D, 43 and 49),former UST/Sump at Bldg 816D, Site 3, Site 4, Site 5D, <br /> USTIOWS B16" (State of California 2003).
