Geospte&
consultants
o The extent of PFAS in groundwater, which is a Navy retained responsibility per
the ESCA.
1.6 Objectives
The objectives of the 2024 groundwater monitoring program are to address the RI/FS data gaps
by conducting the following activities:
• Install and sample a new groundwater monitoring well south of the Site 49 Central Area
and west of the UST 817B Central Area to define the extent of petroleum hydrocarbons
west of the former UST and vinyl chloride south of Site 49.
• Conduct well maintenance activities at Site 4, Site 49 Central Area, UST 817B Central
Area, and Site 3 including well repairs, destruction of wells damaged below 4 ft bgs,
removing sediment accumulated in wells, and installing quick response (QR) codes on
wells for identification.
• Collect data to assess biogeochemical conditions at W-020, W-336 and 917-10 to begin
to evaluate the feasibility of MNA and in-situ treatment technologies at Site 4, Site 49
Central Area and UST 817B Central Area.
• Sample for VOCs at select wells at Site 4, Site 49 Central Area, UST 817B Central Area,
Landfill Area, and Site 3 to confirm the downgradient and vertical extent of the VOC
groundwater plumes.
• Sample for TPH at selected wells at Site 49 Central Area, UST 817B Central Area, and
Landfill Area to evaluate concentration trends.
• Sample for radionuclides at W-048, W-227 and W-167 in the Landfill Area to evaluate if
radionuclides are a groundwater constituent of concern (COC).
• Sample for metals at wells W-064, W-071 and W-230 downgradient of Cell N in the
Landfill Area to evaluate if metals are a groundwater COC.
The surface water sampling, background metals evaluation and investigation of the remaining
secondary source at UST 817B are being conducted under separate work plans. The extent of
PFAS and vertical extent of VOCs below 90 feet bgs are Navy retained responsibilities per the
ESCA, and therefore those data gaps are not being addressed by the Port. The Stockton Soda
Bulk Export Terminal rail line construction project is expected to commence in the third quarter
of 2024 and is estimated to continue over approximately two years, so the new wells in the
Landfill Area will not be installed this year.
RRI 2024 Groundwater Monitoring Work Plan 7 June 13,2024
