Geosyntec°
consultants
2. WELL MAINTENANCE
Geosyntec's proposed approach for the RRI 2024 monitoring well maintenance activities includes
the following activities for the Site 3, Site 4 and Site 49 Central Area and UST 817B Central Area
proposed operable units,to complete the well maintenance activities in these areas that were started
in 2023 as detailed in the 2023 Well Maintenance and Destruction Memorandum (Geosyntec,
2023b):
• Attempt to locate monitoring wells that were not able to be located during the 2023 well
maintenance activities;
• Repair monitoring wells identified in 2023 as having damage within the top 4 feet of the
ground surface;
• Destroy monitoring wells identified in 2023 that are damaged at depth in the well casing,
or are otherwise unable to be repaired;
• Redevelopment of wells planned to be sampled in 2024 with twenty percent or more of the
well screen interval filled in;
• Install quick response (QR) codes on wells that will be sampled, and some wells that will
be gauged as part of the 2024 groundwater monitoring program; and
• Install signage and protective measures around monitoring wells.
The proposed activities for each well are listed in Table 1 and shown in Figure 3.Well maintenance
activities for eight wells located outside of the proposed operable units are planned to be performed
in 2024. All other maintenance activities not completed in 2023 as part of the 2023 Well
Maintenance and Destruction Memorandum for wells outside of the operable units are not planned
to be completed in 2024. These seven wells were selected as they only require the top of casing
elevation to be re-surveyed (517-MW002, W-021, W-315, W-316) or they are required to be
destroyed based on observed damages in 2023 (B 16-MW5, P-129, W-018, W-113) (Table 1).
Monitoring wells in the Landfill Area are not included in the proposed 2024 field season well
maintenance activities because construction is currently being conducted in the Landfill Area. Due
to the construction activities,the Landfill Area is currently regulated under a Habitat Conservation
Plan (HCP) permit as part of the California Environmental Quality Act (CEQA) process. The
future remediation will require additional permitting actions to ensure compliance with the San
Joaquin County Multi-Species Habitat Conservation and Open Space Plan before ground-
disturbing activities can begin, including ground-disturbing activities for well location or
destruction activities. Geosyntec will provide a plan for well maintenance activities in the Landfill
Area after the construction activities have been completed and the permits for ground-disturbing
RRI 2024 Groundwater Monitoring Work Plan 8 June 13,2024
