3-14

Note, since installation, there have been no significant problems with the FSL stormwater management /
drainage system in controlling runoff from the FSL site.
3.2.1 Final Cover System Corrective Action / Repair Costs
The following assumptions were made to assess the corrective action / repair costs for the FSL final cover
system impacted by the 1,000-year, 24-hour storm event — the CalRecycle precipitation causal event
BMP:
Area of disturbed final cover requiring repair assumed equal to 10% of the total final cover
area equal to (674 acres) x (10%) = 67.4 acres
Average depth beneath disturbed final cover area equal to 1-foot
One-half (1/2) of the final cover area repaired will require excavation, and one-half (1/2) will
require fill
Final cover area repaired will require final grading, seeding, mulch, and surveying
3.2.2 Stormwater Management / Drainage System Corrective Action / Repair
Costs
The following assumptions were made to assess the corrective action and associated repair costs for the
FSL stormwater management / drainage system impacted by the 1000-year, 24-hour storm event — the
CalRecycle precipitation causal event BMP:
Area of disturbance requiring repair assumed equal to the total area of the three
sedimentation basins plus the perimeter drainage ditch equal to:
o Sedimentation Basins = (8.5 acres + 1.5 acres + 2.5 acres) = 12.5 acres,
o Perimeter Ditch = 2.5 acres (estimated total ditch length of 10,745 feet, and assumed
average width of 10 feet);
Average depth of disturbance equal to 1-foot.
One-half (1/2) of the disturbed area will require excavation, and one-half (1/2) will require fill.
Disturbed areas will require final grading and surveying.

A corrective action cost of $1,574,772 was estimated for the Precipitation Causal Event. The detailed cost
breakdown is provided on Table 2, with stated assumptions and quantity takeoffs.
