WASTE DISCHARGE REQUIREMENTS ORDER R5-2015-0058-01 -21- <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />FOOTHILL SANITARY LANDFILL, INC. <br />FOOTHILL LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br />will meet the criteria contained in Title 27, section 20080(b), or would be impractical <br />and would not promote attainment of applicable performance standards. The <br />Discharger must also demonstrate that the proposed engineered alternative liner <br />system is consistent with the performance goal addressed by the particular <br />prescriptive standard, and provides protection against water quality impairment <br />equivalent to the prescriptive standard in accordance with Title 27, section <br />20080(b)(2). <br />88. Water Code section 13360(a)(1) allows the Central Valley Water Board to specify the <br />design, type of construction, and/or particular manner in which compliance must be <br />met in waste discharge requirements or orders for the discharge of waste at solid <br />waste disposal facilities. <br />Landfill 1 <br />89. LF-1 (Module I) is an 84-acre, partially-closed landfill unit in the central portion of the <br />site. As the original Foothill Landfill disposal module, the unit predated Title 27 <br />regulatory standards and was not constructed with a Title 27 containment system or <br />LCRS. <br />90. The landfill is approximately triangular-shaped with 2,000 foot long sides. The top <br />deck area (also triangular-shaped similar to the base) was partially-closed with an ET <br />cover in 2006, as described in Finding 135. The base elevation of the unit is <br />unknown due to the unavailability of historical construction documents, but is <br />estimated to be about 250 feet MSL. The maximum elevation of the landfill is about <br />432 feet MSL, including final cover, corresponding to about 170 feet above <br />surrounding grade. The maximum height of the LF-1 waste column is estimated to be <br />about 180 feet. See Attachment C: Site Map. <br />91. LF-1’s exterior side slopes were graded to an average of about 4H:1V with 15-foot <br />wide side slope benches every 50 feet of vertical height. All side slopes except for <br />the southern slope were filled to planned final waste grade and covered with up to 3 <br />feet of interim cover soil, including partial cover soil placed on the slopes under the <br />2006 Site Improvement Program (see Finding 128). A geomembrane barrier layer <br />was also installed on the lower portion of the southern slope during the second phase <br />of Module 1. Various erosion and drainage control improvements were also <br />implemented at the module to bring it into compliance with Title 27 standards. <br />92. Precipitation and drainage controls installed on the landfill module included: <br />a. Top decks graded at 5% minimum for drainage. <br />b. Soil berms along top deck perimeter to direct runoff to corner drop inlets. <br />c. Overside drains to capture top deck and side slope bench drain flows. <br />d. Ditches installed alongside slope benches to intercept and convey sheet flow <br />runoff to overside drains. Benches also graded for sheet flow runoff. <br />e. Landfill perimeter ditches to convey collected runoff to onsite storm water basins. <br />See Finding 51. <br />f. Velocity controls (e.g., erosion control blanket, rip rap) at appropriate locations in <br />bench drains and landfill perimeter ditches to reduce erosion
