Closure and Postclosure Specification E.3 requires that the Discharger submit a <br />revised PC/PCMP for LF-2 only consistent with the requirements of this Order, <br />including, but not limited to, the requirement for separate, prior closure of LF-1; a <br />preliminary plan for partial/phased LF-2 closure; the need for a preliminary <br />demonstration under Title 27, section 20080(b) if an EAD final cover (e.g., ET cover) <br />is proposed; and revised financial assurance cost estimates, as necessary. See also <br />Provision H.10. <br />142. Pursuant to Title 27, section 21090(e)(1), this Order requires a survey of the final <br />cover following closure activities for later comparison with iso-settlement surveys <br />required to be conducted every five years. <br />143. This Order final closure and post-closure maintenance plans, design documents, and <br />CQA plan be submitted for review and approval at least 180 days prior to actual <br />closure. <br />144. Landfill postclosure maintenance and monitoring activities will include final cover <br />maintenance; leachate management; maintenance and monitoring of LFG facilities; <br />groundwater, vadose zone, and surface water monitoring; maintenance of <br />precipitation and drainage controls; and other postclosure related activities. The <br />PC/PCMP includes optional plans (depending on circumstances and subject to <br />agency approvals) to develop the area where the large storm water pond is located in <br />the southeast corner of the site and to move the LFG flare station and related <br />facilities onto the landfill final cover surface after closure. <br />145. Once every five years during the post-closure maintenance period, aerial <br />photographic maps of the closed landfill area will be made to identify and evaluate <br />landfill settlement. Iso-settlement maps will be prepared to determine the amount of <br />differential settlement occurring over the previous five years. Pursuant to Title 27, <br />section 21090(e)(2), this Order requires iso-settlement maps to be prepared and <br />submitted every five years. <br />146. The completed final cover will be periodically tested for damage or defects by <br />monitoring surface emissions pursuant to California Code of Regulations, title 17, <br />section 95471(c) and Title 27, section 21090(a)(4)(A). Defects will be repaired and <br />tested for adequacy based on the closure CQA Plan. <br />147. Surface impoundments shall be closed in accordance with Title 27 sections 21400 and <br />20950, subdivision (c)(2), which require removal of all free liquid and treatment of any <br />residual liquid at the time of closure. Following removal and treatment of liquid wastes, <br />surface impoundments shall be closed by clean closure, closure as a landfill, or closure <br />as a land treatment unit. Unless the Discharger demonstrate, and the Central Valley <br />Water Board finds, that it is infeasible to attempt clean-closure of a surface <br />impoundment, then all residual wastes, including sludges, precipitates, settled solids, <br />and liner materials contaminated by wastes, must be completely removed from the <br />impoundment and discharged to an approved Unit (Title 27, § 21400, subd. (b)(1)). <br />
