WASTE DISCHARGE REQUIREMENTS ORDER R5-2015-0058-01 -48- <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />FOOTHILL SANITARY LANDFILL, INC. <br />FOOTHILL LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br />with pipe risers to allow for video camera inspection (by wire rope or robot) <br />and cleaning, as necessary. <br />2) As warranted, based on module design/geometry, HDPE header pipe <br />plumbed to LCRS sump. <br />c. Collection Troughs – graded toward header or LCRS sump. <br />4. The LCRS sump shall be constructed consistent with the approved designs for <br />Module 1 or Module 2, as follows, from top to bottom: <br /> <br />Component Specification <br />Filter Fabric Geotextile2 <br /> <br />Sump1,3 <br />Gravel Sump gravel <br />Depth ≥ 4 feet <br />Pump Automatic with high and low <br />alarms, flow meter <br />Cushion Geotextile2 <br />Primary Composite Liner 60-mil HDPE/GCL <br />Secondary LCRS3 Geonet <br />Secondary Composite Liner 60-mil HDPE/GCL <br />Foundation Layer ≥ 1 foot compacted subgrade <br /> <br />1. Sump shall be equipped with an automatic pump, flow meter, and recording device, allowing <br />instantaneous measurement of rate and volumes removed. High and low liquid level sensors and <br />associated alarms shall also be included in design. <br />2. 8 oz/yd2 non-woven fabric. <br />3. Design shall include appropriately-sized HDPE riser pipes for leachate monitoring and removal. <br /> <br />Class II Surface Impoundment <br />5. Except as authorized in Section D.6, the Discharger shall not commence liner <br />construction (other than preparatory earthmoving and grading) until the Central <br />Valley Water Board has approved in writing all necessary construction plans, <br />specifications, and construction quality assurance (CQA) plans related to the new <br />liner(s). <br />6. Base liners and slope liners for a new Class II surface impoundment listed in <br />Finding 114 and Section B.9 shall be constructed according to specifications in <br />Attachment H. <br />
