WASTE DISCHARGE REQUIREMENTS ORDER R5-2015-0058-01 -49- <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />FOOTHILL SANITARY LANDFILL, INC. <br />FOOTHILL LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br />7. The new Class II surface impoundment shall have at least one downgradient <br />groundwater monitoring well as part of its design. The well shall be installed and <br />sampled prior to acceptance of waste in the impoundment and shall be monitored in <br />accordance with groundwater detection monitoring requirements in the operative <br />MRP, the WDRs, and any subsequent revisions thereto. <br />8. The new Class II surface impoundment shall have an unsaturated zone monitoring <br />system beneath the sump area of the impoundment. <br />9. The Discharger shall include as part of any proposed design a demonstration of <br />satisfaction of financial assurance requirements for new WMUs, as described in <br />Financial Assurance Specification F and Provision H.h, below. <br />10. The Discharger shall not implement changes to approved liner designs of the new <br />Class II surface impoundment in Attachment H until the Central Valley Water Board <br />approves of the proposed changes in writing, provided that the proposed changes: <br />a. Previously approved components are not eliminated; <br />b. The engineering properties of previously approved components are not <br />substantially reduced; and <br />c. The proposed liner system will result in water quality equal to or greater than <br />the design(s) prescribed per Title 27, section 20310 et seq., and this Order.15 <br />Landfill Final Cover <br />11. Final cover installed over the remainder of partially-closed LF-1 shall, at a <br />minimum, be constructed in accordance with one of the following designs <br />consistent with the Partial FCP submitted under this Order, as approved: <br />a. Title 27 Prescriptive Standard, from top to bottom: <br /> <br />Component Side Slopes <br /> Exterior LF-1/LF-2 Interface <br />Erosion Resistant Layer ≥ 2 feet vegetative cover soil <br />Low Hydraulic Conductivity <br />(LHC) Layer <br />≥ 1 foot compacted clay soil <br />(k ≤ 1x10-6 cm/sec)1 <br />Foundation Layer ≥ 2 feet soil or appropriate waste materials2 <br /> <br />1. Minimum relative compaction of 90%. <br />2. See Construction Specification D.2. <br /> <br /> <br />15 Proposed changes that do not meet these criteria are considered “material,” and will require <br />the revision of this Order.
