<br /> <br />Foothill Sanitary Landfill Page 2 of 53 San Joaquin County DPW - Solid Waste <br />Joint Technical Document Revised 6/09/2020 <br /> <br /> The Foothill Sanitary Landfill is owned by San Joaquin County, and operated by Foothill <br />Sanitary Landfill, Inc. since 1993, under an agreement with San Joaquin County. Prior to 1993, <br />the site was owned and operated by Nomellini Construction. <br /> <br />2.3. Site Location <br /> The Foothill Sanitary Landfill is located at 6484 North Waverly Road, 17 miles east of <br />Stockton, California (Figure 1). Comprised of Assessor’s Parcel Numbers APN 093-043-01 and <br />093-044-02, located in Section 12 & 13, T2N, R9E, Mount Diablo Base Meridian (Figure 1). The <br />entrance to the site is from Waverly Road on the west side of the landfill property. <br /> <br />2.4. Surrounding Land Use <br />Foothill Sanitary Landfill surrounded by areas classified as native vegetation. These areas are <br />typically used for cattle grazing (Figure 3). Zoning for the lands surrounding the landfill is <br />AG-160 (agricultural). A few residences have been constructed within two miles of the landfill <br />property (Figure 4). <br /> <br />2.5. Existing Permits and Approval <br /> <br />2.5.1. Background <br /> <br />The Foothill Landfill is a Class III, municipal solid waste landfill, on an 800 acre parcel, 674 <br />acres of which are permitted for waste disposal. The landfill is comprised of a closed unlined <br />Waste Management Unit (LF-1), and an active Subtitle D lined WMU (LF-2), planned for waste <br />disposal in a series of ten (10) Modules (M1-M10, Figure 5). <br /> <br />Refuse disposal began at the Foothill Landfill in 1966, at LF-1, which is approximately 80 acres <br />in area and is not provided with a liner or leachate recovery system. <br /> <br />Refuse disposal began in LF-2, Module 1 in 2003. This Module includes an approved <br />Engineered Alternative Liner System that meets Federal Subtitle D and Title 27 requirements for <br />Class III containment.
