The PC/PCMP shall meet the requirements of Title 27, section <br />21769(b), and include a lump sum estimate of the cost of carrying out all actions <br />necessary to close each Unit, to prepare detailed design specifications, to <br />develop the final closure and post-closure maintenance plan, and to carry out <br />the first thirty years of post-closure maintenance. Reports regarding financial <br />assurance required in Financial Assurances Specification F.1 above shall <br />reflect the updated cost estimate. <br />3. The Discharger shall obtain and maintain assurances of financial responsibility <br />with CalRecycle for initiating and completing corrective action for all known or <br />reasonably foreseeable releases from the landfill in at least the amount of the <br />annual inflation-adjusted cost estimate described in Finding 152. A report <br />regarding financial assurances for corrective action shall be submitted to the <br />Central Valley Water Board by 1 June of each year. This may be the same <br />report that is submitted to CalRecycle for this purpose. If CalRecycle <br />determines that either the amount of coverage or the mechanism is inadequate, <br />then within 90 days of notification, the Discharger shall submit an acceptable <br />mechanism to CalRecycle and the Central Valley Water Board for at least the <br />amount of the approved cost estimate. <br />4. Before placing waste into the SI, the Discharger shall submit a technical report <br />containing cost estimates for Calaveras SI unit.(Title 27, § 21865.) <br />5. The Discharger shall submit a report regarding financial assurances, or a copy <br />of the financial assurances report submitted to CalRecycle, to the Central Valley <br />Water Board annually, no later than 1 June. <br />6. If CalRecycle determines that the submitted financial assurances for the Facility <br />are inadequate, the Discharger shall, within 90 days of such determination: <br />a. Obtain a new financial assurance mechanism for the amount specified <br />by CalRecycle; and <br />b. Submit a report documenting such financial assurances to CalRecycle <br />and the Central Valley Water Board. <br />7. The operative Preliminary CPMP shall include updates to all components <br />required per Title 27 section 21769, subdivision (c), and include a cost estimate <br />for Calaveras SI: <br />a. Completion of all actions required for closure of each WMU; <br />b. Preparation of detailed design specifications; <br />c. Development of a Preliminary CPMP; and <br />d. Undertaking at least 30 years of post-closure maintenance
