WASTE DISCHARGE REQUIREMENTS ORDER R5-2015-0058-01 -53- <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />FOOTHILL SANITARY LANDFILL, INC. <br />FOOTHILL LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br />8. Closed or partially closed landfill unit side slopes shall be no steeper than 3H:1V, <br />and closed top deck areas shall be sloped at three percent or greater. <br />9. The Discharger shall install and maintain an active landfill gas extraction system <br />appropriately sized to remove LFG from the closed landfill unit throughout the <br />postclosure period. Landfill gas shall be extracted from closed landfill units until <br />such time that the landfill gas is no longer a threat to water quality as <br />documented by the Discharger and approved by the Executive Officer. <br /> <br />10. For closure designs including geomembrane and/or GCL, the Discharger shall <br />seal the edges of the final cover by connecting its components to the base <br />liner, as necessary and feasible. <br />11. The Discharger shall test the critical interfaces of the final cover in a laboratory to <br />ensure minimum design shear strengths are achieved and include the results in <br />the final documentation report. <br />12. The Discharger shall ensure that the vegetative/erosion resistant layer receives <br />necessary seed, binder, and nutrients to establish the vegetation proposed in the <br />final closure plan. The Discharger shall install necessary erosion and sediment <br />controls to prevent sediment in runoff from the closed landfill during the period <br />the vegetation is being established. <br />13. The Discharger shall submit an updated Preliminary CPMP for Calaveras SI. <br />See Provision H.9.i. <br />14. The Discharger shall comply with all Standard Closure and Post-Closure <br />Specifications listed in Section G and all Standard Construction Specifications <br />that are applicable to closure in Section F of the SPRRs dated January 2012 <br />which are attached hereto and made part of this Order by reference. <br />F. FINANCIAL ASSURANCE SPECIFICATIONS <br />1. The Discharger shall obtain and maintain assurances of financial responsibility <br />with CalRecycle for closure and post-closure maintenance of LF-2 in at least the <br />amounts in the most recently approved PC/PCMP, as adjusted for inflation <br />annually. A report regarding financial assurances for closure and post-closure <br />maintenance shall be submitted to the Central Valley Water Board by 1 June of <br />each year. This may be the same report that is submitted to CalRecycle for this <br />purpose. If CalRecycle determines that either the amount of coverage or the <br />mechanism is inadequate, then within 90 days of notification, the Discharger shall <br />submit an acceptable mechanism to CalRecycle and the Central Valley Water <br />Board for at least the amount of the approved cost estimate. <br />2. The Discharger shall update the most recently approved PC/PCMP any time <br />there is a change that will increase the amount of the closure and/or post- <br />closure maintenance cost estimate.
