<br /> <br />Foothill Sanitary Landfill Page 6 of 53 San Joaquin County DPW - Solid Waste <br />Joint Technical Document Revised 6/09/2020 <br /> <br /> CCR Title 27 Section 20220 (c) regarding dewatered sludge states: <br />(c) Dewatered Sludge—Dewatered sewage or water treatment sludge may be discharged at a <br />Class III landfill under the following conditions, unless DTSC determines that the waste must be <br />managed as hazardous waste: <br />(1) the landfill is equipped with a leachate collection and removal system (LCRS); <br />(2) the sludge contains at least 20 percent solids (by weight) if primary sludge, or at least 15 <br />percent solids if secondary sludge, mixtures of primary and secondary sludge, or water <br />treatment sludge; and <br />(3) a minimum solids to liquid ratio of 5:1 by weight shall be maintained to ensure that the co- <br />disposal will not exceed the initial moisture holding capacity of the nonhazardous solid waste. <br />The actual ratio required by the RWQCB shall be based on site specific conditions. <br /> <br />The County will adhere to sludge handling operation procedures (Section 6.4.4) to comply with <br />the provisions of §20220. <br /> <br />3.2. Waste Quantities <br /> Foothill Sanitary Landfill is currently permitted to receive a maximum of 1,500 tons per <br />day, 6 days per week. Approximately 369,800 tons of refuse were disposed at the Landfill in <br />2024. Below are the details of the tonnage received at the site: <br /> <br />2024 Monthly average tonnage: 30,820 tons. <br />2024 Daily average tonnage: 1,185 tons. <br /> <br />The annual waste quantities received at Foothill Landfill have increased approximately 107% <br />since 2014 (Table 2). This is more than the 3% annual average previously projected. However, <br />despite some significant annual variations, the overall trend continues to support an annual <br />increase of approximately 3% per year for the next five (5) years (Table 5).
