<br />STANDARD PROVISIONS AND REPORTING REQUIREMENTS, JANUARY 2012 - 21 - <br />FOR WASTE DISCHARGE REQUIREMENTS <br />FOR DISCHARGES REGULATED BY SUBTITLE D AND/OR TITLE 27 <br /> <br /> <br /> <br />34. The Discharger shall notify Central Valley Water Board staff within seven days <br />if fluid is detected in a previously dry LCRS, unsaturated zone monitoring <br />system, or if a progressive increase is detected in the volume of fluid in a LCRS <br />[Title 27, § 21710(c)(3)]. <br /> <br />35. Driller’s logs for all monitoring wells shall to be submitted to the Central Valley <br />Water Board and the Department of Water Resources [Wat. Code, § 13751 and <br />Title 27, § 20415(b)(3)]. <br /> <br />36. Groundwater elevation, temperature, electrical conductivity, turbidity, and pH <br />are to be accurately measured at each well each time groundwater is sampled <br />[Title 27, § 21415(e)(13)]. <br /> <br />37. The groundwater flow rate and direction in the uppermost aquifer and in any <br />zones of perched water and in any additional portions of the zone of saturation <br />being monitored shall be determined at least quarterly [Title 27, § <br />20415(e)(15)]. <br /> <br />38. The Discharger shall graph all analytical data from each monitoring point and <br />background monitoring point and shall submit the graphs to the Central Valley <br />Water Board annually [Title 27, § 20415(e)(14)]. <br /> <br />39. For each waste management unit, the Discharger shall collect all data <br />necessary for selecting appropriate data analysis methods for establishing <br />background values for each constituent of concern and for each monitoring <br />parameter [Title 27, § 20420(c)]. The Discharger shall propose a data analysis <br />method that includes a detailed description of the criteria to be used for <br />determining “measurably significant” (as defined in Title 27, section 20164) <br />evidence of a release from the waste management unit and determining <br />compliance with the water quality protection standard [Title 27, § 20415(e)(6) <br />and (7)]. <br /> <br />40. For statistical analysis of data, the Discharger shall use one of the methods <br />described in Title 27, section 20415(e)(8)(A)-(E). A non-statistical data analysis <br />method can be used if the method can achieve the goal of the particular <br />monitoring program at least as well as the most appropriate statistical method <br />[Title 27, § 20415(e)(8)]. The Discharger shall use a statistical or nonstatistical <br />data analysis method that complies with Title 27, section 20415(e)(7, 8, 9, and <br />10), to compare the concentration of each constituent of concern or monitoring <br />parameter with its respective background concentration to determine whether <br />there has been a measurably significant evidence of a release from the waste <br />management unit.
