Preliminary Closure and Post-Closure Maintenance Plan <br /> Foothill Sanitary Landfill <br />DOCUMENT CERTIFICATION <br />The following certification is provided for the Preliminary Closure Plan and Post -Closure <br />Maintenance Plan for the Foothill Sanitary Landfill prepared for the San Joaquin County, <br />Department of Public Works, updated in September 2025. This report has been prepared in <br />compliance with the requirements of California Code of Regulations (CCR) Title 27, Sections <br />21780, 21790, 21815, 21820, 21825, 21840, and 21865 and associated referenced sections of <br />Title 27. <br />This Preliminary Closure Plan and Preliminary Post -Closure Maintenance Plan (PCPCMP) have <br />been prepared under the overall direction of the undersigned individual. The information <br />presented is consistent with CCR Title 27, Sections 21585, 21590 and 21600. The findings and <br />conclusions presented in this report were prepared in accordance with generally accepted geo - <br />environmental engineering practices in the area at the time this report was complet ed. No other <br />warranty, express or implied, is made. <br /> <br />During the course of site planning, permitting, and development that has occurred in the past, <br />San Joaquin County has retained several consulting firms to complete environmental and <br />engineering studies for Foothill Sanitary Landfill. This previous work has included site <br />characterization and planning studies, preparations of permit documents, preparations of <br />engineering plans, construction quality assurance for liner construction, and environmental <br />monitoring as required by applicable Federal and State regulations. This previous work has been <br />used in some instances to aid development of this PCPCMP and is incorporated by reference <br />when appropriate. By referencing these previous studies, it is Geo -Logic Associates’ (GLA) sole <br />intent to document that these studies were completed with the intent of satisfying applicable <br />regulations including Title 27.
