Preliminary Closure and Post-Closure Maintenance Plan
Foothill Sanitary Landfill
1.0 INTRODUCTION
1.1 General
The Foothill Sanitary Landfill (FSL) is single Class III solid waste disposal unit located 17 miles east
of Stockton in San Joaquin County (County), and consists of 880 acres, which includes 80 acres
located in Calaveras County. Of the 800 acres in the County, 674 acres are designated for disposal
activities. This site is comprised of Assessor's Parcel Numbers 093-43-01 and 093-44-02. The site
is located in Section 12 and 13, T2N, R9E, Mount Diablo Base Meridian (Figures 1 and 3). The land
surrounding Foothill Sanitary Landfill is zoned for agricultural use and classified as natural
vegetation. A few residences are within 2 miles of the landfill property (Figure 4).
Foothill Sanitary Landfill consists of an unlined module (Module "I") near the center of the parcel,
Modules 1, 2A, and 2B that have been constructed with a Subtitle D compliant liner system, and
future modules are to be equipped with liner systems in accordance with the regulations
applicable at that time. Presently, ten modules are contemplated; however, the size, location,
and number of the modules will be determined by the County in consideration of the refuse
inflow rate, available funds for construction, and other planning criteria. For the purposes of this
Preliminary Closure and Post-Closure Maintenance Plan (PCPCMP) all ten modules are assumed
to have been constructed and filled at the time of final closure.
The site was originally owned and operated by Nomellini Construction starting in 1965. The site
was acquired by San Joaquin County in 1993 and has been operated by Foothill, Inc. under an
agreement with San Joaquin County since that time.
1.2 Purpose of This Document
This document is an update of the 2020 Preliminary Closure and Preliminary Post-Closure
Maintenance Plans. The intent of this document is to comply with Sections 21790 and 21825 of
Title 27, California Code of Regulations that specifies what information must be included in a
preliminary closure and post-closure maintenance plan and how preliminary cost estimates must
be developed. The purpose of the PCPCMP is to provide a reasonable estimate of closure and
post-closure maintenance costs.
1.3 Update Items
Update items consist of:
• Updated site life estimate
• Updated total available and remaining airspace
• Updated preliminary closure and post-closure maintenance cost estimates
