Cope, PE (RCE C19691) of Shaw
Environment and Infrastructure.

• Extension of Module 1 liner onto a portion of Module “I” refuse was designed by
Timothy Crandall (RCE C045599) of Kleinfelder Inc.

• Module 2A was designed by Kryzysztof Jesionek (RCE C48344) of Geosyntec
Consultants, Inc.

• Module 2B was designed by Jacob Russell (RCE C64512) of Geo-Logic Associates

5.3. General Design Parameters
5.3.1. Previous Design
Closed LF-1 is approximately 80-acres and was unlined, located in the center portion of the
existing Foothill Landfill property. Wastes were placed there from 1965 through 2003.

5.3.2. Future Designs
5.3.2.1. General
The landfill units will be designed per CCR Title 27 and Subtitle D Standards, under the
direction of a registered civil engineer.

5.3.2.2. Physical Setting
Initial sizing, placement, and orientation of the landfill was done within the constraints offered by
the physical settings. Drainage design was influenced by the surrounding surface watershed
and drainage flow-paths. Module depth below the ground surface was influenced by the depth
to groundwater and soil conditions.

5.3.2.3. Liners on Native Soil
Future modules will be constructed with a soil operations layer, geotexile, drainage layer, LCRS
systems, geomembrane, GCL, and prepared subgrade. Liners will be installed to cover all
natural geologic materials where refuse will be placed.
