<br /> <br />Foothill Sanitary Landfill Page 20 of 53 San Joaquin County DPW - Solid Waste <br />Joint Technical Document Revised 6/09/2020 <br /> <br />The facility receives refuse from the Tracy Materials Recovery Facility which receives <br />refuse from the City of Tracy, and from the Lovelace Transfer Station, which itself <br />receives refuse from commercial and self haul customers from the cities of Manteca, <br />Stockton, and the surrounding areas within the county. <br /> <br />5.3.9. Entrance Features <br />The main entrance road is paved, and currently extends from Waverly Road to the scale <br />house. All customers enter and exit by this road, minimizing tracking-out of soil that may <br />temporarily adhere to the tires of refuse vehicles. <br /> <br />5.3.10. Use by Transfer Vehicles <br />The active face is maintained to allow disposal by the transfer vehicles at the active face, <br />with sufficient area for these trucks to maneuver. <br /> <br />5.3.11. Use by General Public (Self-Haul) <br />Design and operation of the landfill accommodates use by the general public. All- <br />weather roads to the active face are maintained in condition to accommodate smaller <br />vehicles driven by the public. Loads are weighed at the scale house and initial load <br />checking is performed, self-haulers are then directed to the active face. Spotters at the <br />active face perform secondary load checking and direct the self-haul customers to dump <br />in the tipping area, away from the transfer vehicles. <br /> <br />5.4. Cover <br /> <br />5.4.1. Cover Materials <br />On-site soil will be used as cover for operations layer, daily cover, intermediate cover and <br />closure cap (Tables 3 and 4). Soil for cover will be excavated from the borrow areas of each <br />module (Figure 5). The on-site soil meets the requirements for operational use at the Landfill as <br />well (Appendix D and E). <br /> <br />5.4.2. Cover Frequency
