<br /> <br />Foothill Sanitary Landfill Page 31 of 53 San Joaquin County DPW - Solid Waste <br />Joint Technical Document Revised 6/09/2020 <br /> <br />Job Description: Perform skilled work in the operation and maintenance of heavy equipment. <br />Operators act as laborers as needed. <br />Minimum Qualifications – Minimum 5000 hours equipment operation experience under <br />supervision by an operator in accordance with the requirements of International Union of <br />Operating Engineers, Local Union No.3. <br /> <br />6.1.10.4. Laborer <br />Job Description: Perform semi-skilled labor including traffic directing and load checking at the <br />active face, assist with maintaining equipment, maintaining and building storm water berms and <br />ditches, installing litter fences, and litter pick-up, and general site work as directed. <br />Minimum Qualifications: None <br /> <br />6.1.10.5. Scale House Attendant <br />Job Description: Records incoming waste types and quantities, informs customers of site <br />restrictions, inquires whether the customer is bringing any prohibited or hazardous materials, <br />and collects disposal fees. <br />Minimum Qualifications: None <br /> <br />6.1.10.6. Emergency / Health and Safety Officer <br />Job Description: Manages emergency response, health and safety activities at the landfill. <br />Minimum Qualifications: 8-hour Hazardous Waste Awareness Training <br /> <br />6.1.11. Staffing <br />The minimum landfill operation staffing levels include the following: <br />• Equipment Operators – 2 <br />• Laborers – 2 (includes 1 load checker) <br />• Water truck driver – 1 <br />• Scale house attendant – 1 <br />• Site Superintendent or designated alternate (also site safety officer) – 1 <br /> <br />6.1.12.
