<br /> <br />Foothill Sanitary Landfill Page 35 of 53 San Joaquin County DPW - Solid Waste <br />Joint Technical Document Revised 6/09/2020 <br /> <br />After waste is deposited at the active face, it is moved by dozers and bladed compactors to its <br />final resting spot. The compactors spread and compact the wastes by making repeated passes <br />over an area. As the process is repeated, each lift of waste receives a number of passes of the <br />compactor which increases the density of the waste. The dozers are used to assist the <br />compactors in moving wastes to meet the rate of disposal. The operators observe disposed <br />refuse for un-permitted and hazardous wastes. Procedures are established for removing these <br />wastes from the fill area before covering. <br /> <br />The direction of filling in each module will be detailed in the design report for the module and will <br />be based on refuse fill stability. Operational issues, such as the direction of access to the <br />module will also be considered in assessing the refuse fill directions for each module. In <br />general, refuse filling in a module will begin on the same side as the boundary with the previous <br />module. Also, refuse filling will occur in uniform lifts between the side slopes to reduce the <br />refuse loads imparted on side slope lining systems. <br /> <br />6.3. Cover <br />6.3.1. Cover Materials <br />Currently, daily cover material is obtained by excavating from the area of the next planned <br />module or from the existing stockpiles (Figure 5). The Foothill Sanitary Landfill site is expected <br />to have sufficient soil for cover, including closure (Tables 3 and 4). <br /> <br />The operator currently uses cover soil at a refuse to soil ratio of approximately 4:1. Soil is <br />placed with the use of scrapers. Scrapers haul soil from the borrow area to the working face. <br />Although the scrapers may directly cover the waste with the soil, typically dozers are used to <br />spread the soil over the waste. Once the waste is covered with soil a compactor then compacts <br />the soil. Soil is moved directly from the borrow area to the working face with the exception of <br />the winter months when soil is generally stockpiled near the working face. Scrapers typically <br />move soils to the working face at the end of the workday. If there is an increased workload, soil <br />may be stockpiled for use early in the morning. <br /> <br />6.3.2.
