<br /> <br />Foothill Sanitary Landfill Page 36 of 53 San Joaquin County DPW - Solid Waste <br />Joint Technical Document Revised 6/09/2020 <br /> <br />Waste is covered with a minimum thickness of 6 inches of compacted soil cover at the end of <br />each operating day to control vectors, fires, odor, blowing litter, and scavenging. Tarps are also <br />utilized on the active face as ADC as needed. If the landfill is closed for longer than 24 hours, <br />then only soil will be used for cover to comply with Section 20690. <br /> <br />6.3.3. Intermediate Cover <br />Intermediate cover consisting of at least 12 inches of soil will be placed on the surfaces of the fill <br />where no additional refuse will be placed within 180 days to control vectors, fires, odors, blowing <br />litter, and scavenging. <br /> <br />6.3.4. Winter Operations <br />The operator develops winter plans each year, including a winter pad, winter stockpile area, and <br />additional drainage control features. <br /> <br />6.4. Waste Handling <br />During daily operations, the active face is approximately 200 to 300 feet wide. Vehicles (both <br />commercial and private self-haul) are directed to an area approximately 50 feet from the toe of <br />the active face and instructed to unload. This unloading operation in monitored by landfill staff. <br />After unloading, the vehicles return to the scale house to be weighed. Unloaded waste is then <br />pushed to, and upon the active face. A solid waste compactor then compacts the waste. This <br />process is repeated throughout the day until the last loads are compacted. The active face is <br />then covered with daily cover soil or tarps (Section 7.2.1) before the landfill is closed for the day. <br /> <br />6.4.1. Public Health Design Parameters <br />The Foothill Landfill is operated using measures described in Section 7, “Environmental <br />Controls”, to minimize any nuisance created by the disposal of wastes; and to protect public <br />health and safety. Disposed waste is covered daily to minimize the harborage of flies, rodents <br />and other vectors. <br /> <br />6.4.2. Salvaging Activities
