<br /> <br />Foothill Sanitary Landfill Page 39 of 53 San Joaquin County DPW - Solid Waste <br />Joint Technical Document Revised 6/09/2020 <br /> <br />either the Lovelace Material Recovery Facility & Transfer Station or to the North <br />County Recycling Center and Sanitary Landfill, where it is combined with similar <br />materials collected at those sites, and shipped to an offsite vendor for <br />recycling/proper disposal. Depending on the quantities collected at Foothill Landfill <br />and at the other two sites, electronic waste may be transported directly to the off-site <br />vendor. <br /> <br />• Tires are segregated from the waste stream and stored onsite prior to shipping to an <br />offsite vendor for recycling/disposal. <br /> <br />• White goods (appliances) are diverted from the waste stream and stored onsite. The <br />landfill operator contracts with a vendor who comes onsite to remove the Freon and <br />other hazardous constituents from various appliances. Once all the hazardous <br />constituents are removed the white goods are shipped to an offsite recycling facility. <br /> <br />• Dewatered Sludge is known to accelerate decomposition at landfills, and increase <br />methane production for power generation. Although the County currently does not <br />accept dewatered sludge, it may elect to do so in the future. The Foothill Landfill’s <br />Module 1 and all future Modules will be equipped with a leachate collection and <br />removal system. The County will adhere to the following sludge handling operation <br />procedures to comply with the provisions of CCR 27, Sections 20220 and 20690: <br /> <br />The County will only accept sludge from sources that have a current EPA-503 report on file, <br />demonstrating that the sludge is non-hazardous and contains at least 20 percent or more solids <br />by weight. No Sludge will be accepted during wet weather. <br /> <br />The sludge will be delivered to the site at designated times to avoid peak hours and to facilitate <br />staging operations. The sludge will be deposited at designated areas within the lined modules, <br />near the active face, and outside and away from the public drop-off area. Dewatered sludge will <br />not be accepted during wet weather. <br />
