(Forward) is pleased to submit this Quarterly Monitoring Report – Third Quarter 2025 for the Forward <br />Landfill, in accordance with the Monitoring and Reporting Program (MRP) specified in the Forward Landfill Waste <br />Discharge Requirements set forth in the Central Valley Regional Water Quality Control Board (RWQCB) Order No. <br />R5-2024-0002 (Order). <br />During the third quarter 2025 monitoring period, the Forward Landfill Operations Manager reported that standard <br />observations were conducted weekly and no surface water was discharged from the facility. Surface water samples <br />were collected from two (ASW-1 and ASW-2) surface water monitoring stations. <br />For the unsaturated-zone monitoring stations, three suction lysimeters (LY-A, LY-Pond-N, and FU-04W-B) contained <br />sufficient liquid to collect a sample for analysis of volatile organic compounds (VOCs). VOCs were detected at <br />concentrations exceeding the applicable method detection limits (MDLs) or practical quantitation limits at three <br />instances (two detections in LY-A and one detection in FU-04W-B). The samples did not contain sufficient liquid for <br />analysis of inorganic parameters. The remaining unsaturated zone monitoring stations were either dry or had <br />insufficient water for sample collection. <br />No Notice of Violations (NOVs) were issued by the RWQCB during third quarter 2025. <br />No NOVs were issued by the San Joaquin County Environmental Health Department (SJCEHD) during third quarter <br />2025. Three site inspections were conducted by the SJCEHD in third quarter 2025: <br />x During the July 28, 2025 inspection, no NOVs or areas of concern were noted. <br />x During the August 22, 2025 inspection, no NOVs were noted. SJCEHD issued one area of concern regarding <br />the surface area of the excavated overfill exceeding the extent of the daily cover applied. Corrective actions <br />were completed before the following inspection on September 18, 2025. <br />x During the September 18, 2025 inspection, no NOVs or areas of concern were noted. <br />In addition to the NOVs issued by the SJCEHD, any non-statistical exceedances (VOC detections above MDLs) as well <br />as exceedances of the concentration limits are considered violations of the Order. Forward submitted an <br />Exceedance of Concentration Limits letter on October 29, 2025, to document and address any exceedances at the <br />Forward Landfill. <br />In third quarter 2025, a total of 64 wells reported one or more VOCs exceeding their respective practical quantitation <br />limits, with well 7833-MW-03 exhibiting the highest detections of VOC concentrations. Non-statistical exceedances <br />did not occur at program detection or upgradient wells (MRP Table 1), meaning no VOCs were detected above their <br />respective MDLs.
