A flame shall be present at all times when combustible gases are being vented through the flare. [District Rule 4311] <br />Federally Enforceable Through Title V Permit <br />14. The flare outlet shall be equipped with an automatic ignition system, or shall operate with a pilot flame present at all <br />times when combustible gases are vented through the flare, except during purge periods for automatic-ignition <br />equipped flares. Unless the flare is equipped with a flow-sensing ignition system, the flare shall be equipped and operated with a heat <br />sensing device such as a thermocouple, ultraviolet beam sensor, infrared sensor, or an equivalent device, capable of <br />continuously detecting at least one pilot flame or the flare flame is present. Flares that use flow-sensing automatic ignition systems and which do not use a continuous flame pilot shall use purge <br />gas for purging. For the flare, the operator shall monitor the volumetric flows of purge and pilot gases with flow measuring devices or <br />other parameters may be monitored so that the volumetric flows of pilot and purge gases may be calculated based on <br />the parameters monitored. The operator shall maintain and calibrate all required monitors and recording devices in accordance with the applicable <br />manufacturer's specifications. In order to claim that a manufacturer's specification is not applicable, the person <br />responsible for emissions shall have, and follow, a written maintenance policy that was developed for the device in <br />question. The written policy shall explain and justify the difference between the written procedure and the <br />manufacturer's procedure. For the flare, all in-line continuous analyzer and flow monitoring data shall be continuously recorded by an electronic <br />data acquisition system capable of one-minute averages. Flow monitoring data shall be recorded as one-minute <br />averages. [District Rule 4311] Federally Enforceable Through Title V Permit <br />20. The operator shall maintain a record of data collected from monitoring the volumetric flows of the pilot and purge gas <br />for the flare. The operator shall maintain a record of source testing results performed to demonstrate compliance with the NOx and <br />VOC emission limits. [District Rule 4311] Federally Enforceable Through Title V Permit <br />22. Periods in which the flare monitoring system is not operating greater than 24 continuous hours shall be reported to the <br />District by the following working day and followed by a notification of resumed operation of the flare monitoring <br />system. Periods in which the flare monitoring system is not operating shall not exceed 14 days in any 18-consecutive- <br />month period. Periods in which the flare monitoring system is not operating do not include periods when the system <br />feeding the flare is not operating. [District Rule 4311] Federally Enforceable Through Title V Permit <br />23. The operator shall submit an annual report in an electronic format approved by the District to the APCO within 30 <br />days following the end of each calendar year. The annual monitoring report shall include the following: (1) The type of <br />purge and pilot gas used, the volumetric flow of purge and pilot gas for each day and for each month, and the means <br />used to determine flow; (2) Dates and times of flare monitoring system downtime periods. The operator shall maintain a record of annual monitoring reports submitted to the APCO as required by this permit. <br />[District Rule 4311] Federally Enforceable Through Title V Permit <br />25. Source testing of the flare shall be performed to demonstrate compliance with the NOx and CO emission rates (in <br />lb/MMBtu), and VOC control efficiency of 98% or 20 ppmvd VOC @ 3% O2 as hexane within 60 days of initial <br />startup and at least once every 12 months thereafter. The VOC Control Efficiency = (NMOC(in) - <br />NMOC(out))/NMOC(in), where NMOC(in) is the mass of NMOC entering the flare and NMOC(out) is the mass of <br />NMOC exiting the flare.
