Source testing for NOx and O2 concentrations shall be conducted using EPA Method 3A, EPA Method 7E, or CARB <br />Method 100. Alternative test methods, as approved by EPA and the District, may be used to address the source testing <br />requirements of this permit [District Rules 1081, 2201, and 4311] Federally Enforceable Through Title V Permit <br />27. Source testing for NOx emissions in pounds per million BTU shall be determined using EPA Method 19. Alternative <br />test methods, as approved by EPA and the District, may be used to address the source testing requirements of this <br />permit. Source testing for CO shall be conducted using EPA Method 10 or 10B, CARB Methods 1 through 5 with CARB <br />Method 10, or CARB Method 100. Source testing for flare NMOC or VOC emissions shall be conducted using CARB Method 100 or USEPA Test <br />Methods 25A or 25C. EPA Method 18 may be used for the determination of VOC-exempt compounds. Source testing for flare NMOC emissions shall be conducted under conditions representative of normal operation. The <br />operator shall keep records of operational parameters during source tests to demonstrate the testing conditions <br />represent normal operation. The operator shall make available any records necessary to determine the conditions of <br />source tests. [40 CFR 63.1959(f)] Federally Enforceable Through Title V Permit <br />31. Source testing shall be conducted using the methods and procedures approved by the District. The District must be <br />notified at least 30 days prior to any compliance source test, and a source test plan must be submitted for approval at <br />least 15 days prior to testing. [District Rule 1081] Federally Enforceable Through Title V Permit <br />32. The results of each source test shall be submitted to the District within 60 days thereafter. The minimum temperature of the combustion chamber serving the flare to maintain the required VOC control <br />efficiency or emission rate(s) shall be determined during the initial source test and shall be maintained at or above the <br />determined minimum temperature during operation. The flare shall be equipped with a temperature indicator and recorder that measures and continuously records the <br />operating temperature. The facility shall install and maintain in proper operating condition a gas flow meter with a continuous recording <br />device that measures the quantity of landfill gas processed each day by the flare. The landfill collection system shall be operated with negative pressure at each wellhead except under the following <br />conditions: 1) A fire or increased wellhead temperature. The owner or operator shall record instances where positive <br />pressure occurs in order to avoid a fire; 2) The use of a geomembrane or synthetic cover. The owner or operator shall <br />develop acceptable pressure limits for these types of covers in their design plan; and 3) A decommissioned well. [40 <br />CFR 63.1958(b) and 17 CCR 95464(c)] Federally Enforceable Through Title V Permit <br />38. Each interior wellhead in the collection system shall be operated with a landfill gas temperature less than 55 degrees <br />Celsius (131 degrees Fahrenheit). The owner or operator may establish a higher operating temperature at a particular <br />well. A higher operating temperature request shall be submitted to the Administrator for approval and shall include <br />supporting data demonstrating that the elevated parameter neither causes fires nor significantly inhibits decomposition <br />by killing methanogens.
