<br /> <br />Foothill Sanitary Landfill Page 26 of 52 San Joaquin County DPW - Solid Waste <br />Joint Technical Document Revised 01/05/2026 <br /> <br />The grading plans for Modules 1 and 2 include bringing the refuse to near the permitted <br />elevation. Grading plans for other Modules will be prepared as needed to address drainage <br />issues of these Modules and to guide the landfill operator in the placement of refuse. These <br />intermediate plans will coordinate with the final grading plan (Appendix B). <br /> <br />5.7.2. Excavation and Stockpiling <br />The design of each module’s construction will include an excavation plan and stockpile <br />plan as needed. Excavation plans include the earthwork slopes and base grades, liner limits, <br />LCRS systems, perimeter berms, haul ramps, drainage ditches, storm water basins, and <br />locations of ancillary facilities. The stockpile plans will show the location and grading contours <br />for temporary placement of the surplus soils excavated from the modules, if any. <br /> <br />It is the County’s intent to excavate the next module’s base while obtaining cover soil for <br />the active module (Figure 5). This will minimize the soil stockpiled. However, any soil removed <br />in the preparation of a module may be stockpiled where convenient for future use. This will <br />allow close access for retrieval of daily and intermediate cover soil from the stockpiles. <br /> <br />Nearing build-out, the County may stockpile soil on the 80-acre parcel east of the <br />permitted landfill footprint. <br /> <br />The County may also offer soil for sale if it is determined that the site has excess soil <br />and that such sale is beneficial to the County. <br /> <br />6. LANDFILL OPERATIONS <br /> <br />6.1. Operating Criteria <br />6.1.1. Hours of Operation <br />For the purposes of this document, the term “Hours of Operation” is as defined in <br />Title 27 Section 20164: “Operation” of the landfill occurs “from the first receipt of waste until the <br />final receipt of waste consistent with the normal pattern of operation in the solid waste facility <br />permit.” <br />
