<br /> <br />Foothill Sanitary Landfill Page 27 of 52 San Joaquin County DPW - Solid Waste <br />Joint Technical Document Revised 01/05/2026 <br /> <br />Hours of operation (receipt of refuse) may start no earlier than 7:00 a.m., and may <br />continue no later than 5:00 p.m. Hours of operation may be shortened within that time based on <br />refuse inflow and the needs of the site. Such adjustments in hours of receipt of refuse will be in <br />coordination with the County Environmental Health Department. <br /> <br />The landfill may be operated Monday through Sunday with the exception of posted <br />holidays. Normal operations after January 10, 2026 will be Monday through Friday. At this time, <br />posted holidays include New Year’s Day, Easter Sunday, Thanksgiving, and Christmas Day. <br />Additional closed days may be posted based on refuse inflow and other considerations. <br /> <br />Use of equipment and work activities related to maintenance of the landfill, such as <br />placement of soil, daily cell preparation, and construction projects, may occur at other times. <br /> <br /> <br />6.1.2. Description of Operating Cycle <br />The daily operating cycle begins when the active face is prepared to receive waste for <br />the day, approximately one-half hour before the start of the Hours of Operation, or as needed. <br /> <br />After the start of the Hours of Operation (gate open for the receipt of refuse), waste is <br />received from facility customers, who are directed to the disposal area by signage and facility <br />staff. <br />Equipment pushes the waste from the tipping point onto the active face where it is <br />compacted. <br /> <br />Upon closing, after the Hours of Operation, the gate is closed and refuse is no longer <br />accepted, and staff place daily cover or tarp (ADC) over the active face of the landfill. <br /> <br />6.1.3. Disposal Site Records <br />The County maintains the following records per Title 27 CCR Sections 21600, 20510, <br />and 20515. The records are kept either at the San Joaquin County Department of Public <br />Works, Solid Waste Office at 1810 East Hazelton Avenue, Stockton, California (Office), or at the <br />scale house at the landfill (Scale house):
